Duty Station : Lashio, but the appointed employee will be based in Taunggyi and expected to work primarily from there.

Report to : Humanitarian Mine Action Project Manager

Overall purpose of the role:

To support high-quality delivery of Humanitarian Mine Action activities—particularly Risk Education and Victim Assistance—through community engagement, training, assessments, and coordination with partners, ensuring alignment with IMAS, NMAS, and DRC policies.

Responsibilities:

  • Overall responsibility for high quality delivery of project activities, through effective line management of Risk Education Assistants, Community Focal Points and close liaison with Line Managers as appropriate.
  • Participate in planning by reviewing project design documents, producing detailed weekly and monthly work plans.
  • Manage and supervise day-to-day project activities to ensure the activities are implemented in accordance with project objectives, work plan, and DRC guidelines and procedures.
  • Engage with communities and mobilize them in a participatory and culturally appropriate manner with the aim of engaging all sectors of the community.
  • Conduct regular visits to assigned field locations for RE monitoring and maintaining the relationship between the community / the beneficiaries and the organization.
  • Conduct Rapid and Need Assessment at conflict affected and targeted community to access the risk of EO and community behavior to support and contribute in further risk education activities.
  • Conduct Community Mapping Activity at the targeted community to virtually identify and community about the dangerous areas of explosive ordnance through the activity.
  • Organize and conduct RE Training of Trainers to duty bearers as well as employees of (I)NGOs in order to ensure that support is being provided to people at risk.
  • Organize and conduct trainings for community facilitators and focal points, as well as risk education workshops, humanitarian mine action workshops and activities and meetings with decision makers and other key people in the target groups / community. 
  • Contribute to the development of IEC and visibility materials and key messages, field test appropriate RE resources, develop new initiatives and undertake regular of current tools to ensure relevance and applicability in each context.
  • Document landmine/ERW accidents and respond appropriately through direct assistance, referral and management of cases, following relevant DRC guidelines and SOPs and existing referral pathways.
  • Keep an updated record of mine incidents/casualties in target communities.
  • Ensure safety and confidentiality of the collected information in accordance with DRC Code of Conduct, Protection Sector Information Sharing Protocol, and relevant guidance from Line Managers.
  • Record the impact of DRC NTS, RE and HMA work through the collection of case studies and photographs.

Reporting

  • Keep accurate records of daily activities, beneficiaries involved, and issues identified. Regularly update case files and databases according to DRC procedures on a weekly basis.
  • Ensure preparation and timely submission of all reports and updates to DRC office and other interested stakeholders where appropriate.
  • Ensure all financial paperwork and documentation is completed in a high quality and timely manner.

Coordination

  • Coordinate with relevant stakeholders in the field and liaise with relevant authorities and individuals to ensure the smooth implementation of activities.
  • Proactively participate in regular program meetings and provide updates as appropriate.
  • Provide guidance/training to non-RE DRC staff on safe behavior.

HR

  • Ensure adequate support/capacity building is provided for delivery of high quality RE/ NTS activities.
  • Ensure adherence to DRC’s national staff policy guidelines.
  • Comply with DRC’s Code of Conduct at all times.
  • Support induction process for new staff.
  • Ensure compliance with IMAS (International Mine Action Standards) and National Mine Action Standards (NMAS) as well as DRC’s GOP and SOPs.
  • Perform additional duties as assigned by the Line Manager, consistent with the role.

Experience and technical competencies:

  • University (BA/BSc) degree in relevant field
  • Full professional proficiency in English
  • Fluency in spoken and written in Local Language (Burmese, Shan and Pa’O (Paoh).
  • 2 years' relevant experience working with a humanitarian or development organization or Extended period (4+ years) of relevant experience working in a similar role and environment.
  • Previous experience in HMA, RE, EORE, or protection work with knowledge of local conflict dynamics
  • Experience in community work, social work, participatory research/assessments, training, especially with vulnerable people.
  • Excellent interpersonal and communication skills. Demonstrated ability to build trusting relationships with communities and colleagues.
  • Willingness to travel frequently to field sites.
  • Good analytical and computer skills (especially Word and Excel);
  • Experience with mobile data collection tools (KoBo, ODK, etc.)
  • Full professional proficiency in English
  • Excellent in spoken and written Burmese language
  • Fluency in spoken and written in Shan and Pa’O (Paoh) languages is preferable.

Conditions

Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation period. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is in Employment Band H non-management.
