Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP`s vision for the Digital Transformation of the organization is rooted in responding to a changing digital development landscape and the evolving needs of our partners, including government, businesses, finance, and civil society. As such, UNEP continues to seek out and embrace existing and emerging digital technology in all aspects of its work to better serve its partners in their efforts to tackle the triple planetary crises of climate change, nature loss and pollution. Through a process of scanning, testing and scaling relevant digital technologies, UNEP aims to become an increasingly data-driven, agile, transparent and effective partner. UNEP's approach to Digital Transformation is not only about digitalizing our products and services but also using them to drive transformation changes in five areas: environmental decision-making, economic incentives and business models, human behaviours, and environmental governance. The World Environment Situation Room (WESR) is a global environmental data and applications platform with overarching environmental policy relevance and impact, and an essential knowledge instrument to support progress on delivering the environmental dimension of Agenda 2030 for Sustainable Development. This position is located in the AI, Data Science, and Applications Unit of the Office of the Chief Digital Officer (CDO) within the United Nations Environment Programme (UNEP) in Nairobi. The Consultant will report to the Chief Digital Officer, while maintaining very close working relationships with the Heads of the Business Analysis & Operations and Infrastructure & DevOps units. Day-to-day management of deliverables may be delegated to one of these heads of units as needed. The responsibilities of the consultant will be to: 1. Leads the overall development and delivery of the WESR platform, including overall coordination, vendor management, requirements specification and implementation in close collaboration with the product management and DevOps teams. 2. Leads the WESR project; monitors and analyzes project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. 3. Provides support to the WESR road-map implementation, and scoping of new WESR use-cases. 4. Manages day-to-day team tasks and assignments and promotes collaboration across the different units within CDO to serve the WESR project. 5. Supports resource mobilization and partnership efforts for WESR, including identifying targets, preparing background materials and delivering presentations on the value proposition of the platform. 6. Proposes ways to improve the platform and new features to be added, along with a technical and financial analysis of required resources and preparation and management of an implementation plan. 7. Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. 8. Coordinates all physical, ICT and knowledge products related to the WESR. 9. Provides inputs related to WESR budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). 10. Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. 11. Oversee all activities within the WESR project management scope, identifies project goals, monitors project progress.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in IT, data science, information management, Geographic Information Systems or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. A minimum of seven years of progressively responsible experience in data related project or programme management, IT, digital transformation or related area is required. Experience leading similar data-intensive platforms is required. Experience leading digital and data product development teams is required. Experience of working with international multi-agency projects, ideally in an environmental context, is desirable. Two (2) years or more of experience in data science or analytics is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English, including the ability to draft/edit a broad range of written reports, presentations and communications materials, and communicate complex ideas and concepts in a clear and concise manner, is required.
