Mission and objectives

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide.

Context

In Cabo Delgado and Nampula provinces, UN Women works to protect and empower crisis-affected women and girls in northern Mozambique by providing immediate recovery assistance, restoring livelihoods, and strengthening women’s leadership and participation in peacebuilding, conflict prevention, and recovery efforts.
Under the overall guidance of the Country Representative and direct supervision of the Programme Officer for Women, Peace and Security based in Maputo, the UNV Project Manager works closely with the programme and operations team, Provincial Government, UN Agencies involved in the peacebuilding, humanitarian response and civil society to ensure the technical direction and implementation of the Women Lead Peace Project project and key outputs are achieved in a cost-effective and timely manner. The Project Manager will be responsible for the implementation and achievement of results under the UN Women’s Women Lead Peace project (WLP): Strengthening Community Resilience to Polycrisis through Gender-Responsive Peacebuilding in Northern Mozambique (2026-2027), funded by the Japan International Cooperation Agency (JICA), including: Outcome 1: Timely, evidence-based analysis on community resilience opportunities produced and used to inform actionable strategies that strengthen women’s leadership and meaningful participation in peacebuilding, resilience, and recovery initiatives in crisis-affected settings. Output 1.1: Quality gender-responsive analytical reports produced, and Outcome 2: Community members together with local authorities, jointly plan, engage, and lead in community development, peacebuilding, social cohesion, and disaster risk reduction. Output 2.1: Women and girls have strengthened capacity to lead community resilience mechanisms. Output: 2.2: Women affected by conflict in northern Mozambique have improved access to economic opportunities and support mechanisms, enabling sustainable livelihoods, economic resilience, and recovery;
Outputs 2.3: Local government institutions have strengthened capacities to identify, map opportunities, and develop gender-responsive district development plans. From the perspective of advancing the Humanitarian-Development-Peace (HDP) Nexus, UN Women is engaging with key humanitarian coordination structures such as the Protection, Food Security and Livelihoods (FSL) Clusters, GBV and Child Protection AoRs, leveraging UN Women’s leadership of the Gender in Humanitarian Action Working Group (GiHA WG) to promote a gender-responsive peacebuilding and humanitarian response aligned with the Inter-Agency Standing Committee (IASC) Gender Policy1 and inter-agency coordination efforts.
The project will also closely coordinate with the state agency responsible for coordinating the humanitarian response, the National Institute for Disaster Risk Management and Reduction (INGD), development and humanitarian platforms such as the Durable Solutions Working Group led by INGD and co-chaired by three UN Agencies (IOM, UNDP, UNHCR) as well as governmental entities such as the Agency for Integrated Development of the North (ADIN), responsible for coordinating development initiatives in the north at provincial and district levels.

Task description

1) Project Implementation and Management
• Lead the implementation of project activities at the provincial level (Cabo Delgado, Nampula, and Niassa Provinces), ensuring alignment with UN Women programme priorities and work plans.
• Ensure the timely and effective implementation of all project activities in accordance with the approved work plan to achieve expected outcomes and outputs.
•Coordinate and oversee UN Women project interventions in the assigned provinces, particularly in the areas of gender equality, humanitarian response, recovery, and women’s empowerment.
• Maintain regular communication with implementing partners, responsible parties, consultants, and relevant stakeholders to support effective delivery of project activities.
• Provide technical guidance and operational support to implementing partners and re-sponsible parties in carrying out assigned project activities.
• Serve as the UN Women focal point for programme implementation in the assigned provinces, ensuring an integrated and coherent programme approach.
• Follow up regularly with national experts, consultants, civil society organizations, and think tanks involved in project implementation, including reviewing deliverables and monitoring progress against agreed results.
• Provide administrative and operational support as required for the effective implementation of project activities in Cabo Delgado, Nampula, and Niassa Provinces.

2) Monitoring, Reporting, and Knowledge Management
• Conducts systematic monitoring and reporting on project implementation in the as-signed provinces in coordination with relevant thematic leads.
• Contributes to the preparation and consolidation of quarterly/annual progress and financial reports.
• Provide inputs to donor report(s) and contribute to the preparation of narrative progress updates in line with donor reporting requirements.
• Maintains close communication with project beneficiaries, consultants, responsible partners, and institutional contractors to monitor project implementation against the baseline and targets.
•Contributes to synthesizing and documenting the implementation of project activities, success stories, and lessons learned.
• Support field research in the field of gender equality, humanitarian action, and women’s empowerment to inform planning, budgeting, and evidence-based advocacy.
• Provide substantive inputs to building partnerships and resource mobilization for activities related to gender equality and women’s empowerment.
• Contributes to and participates in the project assessment(s)/evaluation(s) in collaboration with local partners and relevant stakeholders.

3) Coordination, Partnership, and Advocacy
• Maintain ongoing communication with the donor to provide regular updates and respond promptly to any ad hoc requests.
• Ensure continuous coordination among project partners, government institutions, and stakeholders involved in the implementation of UN Women country office initiatives.
• Strengthen collaboration with local authorities, civil society organizations, and community actors to enhance programme effectiveness and sustainability.
• Provide inputs to partnership development and resource mobilization efforts related to gender equality and women’s empowerment initiatives.
• Promote coordination and complementarity between the UN Women programme and other humanitarian and development initiatives in the provinces.
•In coordination with the Communication Specialist, develop project knowledge products such as briefs, articles, human-interest story booklets, and other visibility or communication materials that document project achievements and lessons learned.
