Organizational Context and Scope
Under the direct supervision of the Chief of Mission (CoM), and in close coordination with the Chief of Mission Office (COMO) and relevant units in the Country Office, the Coordination Officer (CO) provides coordination, analytical and administrative support to the work and responsibilities of the CoM and the Chief of Mission Office (e.g. Deputy Chief of Mission, Chief of Resources Management Unit).
The CO supports planning, coordination, communication and information-management processes by facilitating the consolidation of inputs, tracking priority actions, and assisting in the preparation of briefings and reports. The position contributes to maintaining effective information flow related to IOM’s operational activities, planning and coordination functions, in line with IOM policies, procedures and strategic objectives.
Responsibilities
Support for planning and management
1. Provide coordination and backstopping support to the Chief of Mission Office (COMO), including facilitating outreach and engagement with the unit heads in the CO and supporting coordination with external and UN counterparts (e.g. Resident Coordinator’s Office), as required.
2. Support the CoM by assisting with coordination mechanisms, planning processes, partnership engagement and resource-related follow-up, in line with IOM policies and strategies.
3. Provide analytical, organizational and conceptual support to the CoM, including contributing inputs and background materials to support decision-making processes, in close collaboration with relevant units.
Support for coordination
4. Coordinate with relevant units to collect and consolidate inputs and information on organizational and operational activities, and assist in the preparation of briefings, updates, presentations and talking points for internal and external meetings.
5. Track organizational and operational developments and support coordination with Headquarters (HQ) and the Regional Office (RO) to facilitate information exchange, knowledge sharing and follow-up on planning and reporting-related initiatives, as required.
6. Support the CoM’s coordination with HQ departments/divisions, the RO, and external counterparts by preparing background information, talking points and consolidating inputs.
Substantive support
7. Prepare status reports and draft or consolidate inputs for responses to incoming communications, in collaboration with relevant units.
8. Undertake research on substantive and management-related issues and draft inputs or coordinate statements, talking points, briefing notes, background papers, presentations, project documentation and other analytical summaries, for review by senior management.
9. Undertake duty travels in the region, as required.
10. Perform any other duties as may be assigned by the CoM, in line with the scope of the position.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Political or Social Sciences, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
- Bachelor’s degree in the above fields with four years of relevant professional experience.
Experience
- Proven experience in the coordination of offices/departments/divisions and executive units, in particular experience in supporting and advising executive leadership;
- Proven experience in organizing/coordinating events/meetings at regional and global levels;
- Experience in the field of migration and development issues, including operational and regional/field experience, project development, management and reporting;
- Experience in liaising with governmental authorities, donors, academia, other national/international institutions and Non-Governmental Organizations NGOs; and,
- Lived experience as a migrant or migration-affected personnel is an advantage, especially from countries that have large IOM operational footprint.
Skills
- Excellent writing and communication skills, interpersonal and organizational skills;
- Ability to think analytical and propose practical solutions;
- Trustability to work collaboratively and build effective working relationships;
- Knowledge on project management; and,
- Knowledge on project cycle.
Languages
IOM's official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) and/or any local languages spoken in the Region is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
