Background:

The OSCE Programme Office in Bishkek (POiB) continues to be a committed partner to the Kyrgyz Republic in fulfilling its human dimension commitments. In particular, The POIB supports the consolidating democratic institutions by fostering public dialogue, enhancing civic engagement, facilitating civic education and contributing to the enhancement of an inclusive parliament and election processes.

The POiB is establishing a roster of qualified candidates to support the implementation of the Human Dimension Programme’s “Enhancing Civic Engagement for Consolidated Democratic Institutions” project and to provide expertise in youth capacity building through the facilitation of Training for Trainers (ToT) on electoral and democratic institutions. 

The ToT will focus on:

  • Increasing knowledge of young people about state structure, democratic institutions and their roles and functions, as well as the roles and responsibilities of youth in democratization and decision-making processes, particularly through elections;

  • Developing young people’s skills on dialogue facilitation, effective communication and presentation through simulation exercises, creating an effective and positive training environment, applying ‘do-not-harm’ approach in gender- and disability-sensitive context, encouraging learner participation and organization of follow-up awareness-raising among youth in his/her community.

The ToT programme will consist of two rounds of 3-day training courses. Participants will be selected on a competitive basis from representatives of youth organizations nationwide. Following completion of the programme, the trained young people will organize and deliver training in their communities. Furthermore, a one-day conclusion session will be organized to present and sum-up the results of their work in the communities, discuss lessons learned, provide feedback and recommendations for further improvement.

Objective of Assignment: 

To strengthen youth capacity by designing and delivering Trainings of Trainers (ToT) on electoral processes and democratic institutions.

Tasks and Responsibilities:

Under the overall supervision of the National Democratic Institutions Officer, the successful candidate will be tasked with the following duties:

  1. Develop training curricula, manuals, and methodological materials on civic engagement, elections, democratic institutions, leadership, communication, and public speaking together with a Team lead and other ToT trainer;

  2. Organize and facilitate the two rounds of 3-day ToT nationwide;

  3. Facilitate networking among selected participants of seminars onsite and at the digital platform before, during and upon completion of the ToT;

  4. Moderate 1-day conclusion seminar nationwide;

  5. Ensure visibility of the events on the social networks, including on the POiB social media and other e-platforms;

  6. Preparation of interim and final reports in OSCE reporting template. 


Deliverables:

  1. The final program is developed by dividing the sessions among trainers and covering topics such as state structure, democratic institutions and their roles and functions, roles and responsibilities of young people on democratization and decision-making processes, especially, through elections, etc;
  2. Pre-post-test , handouts are developed and agreed upon by Team Leader and the POiB;
  3. Networking of participants is facilitated through a series of exercises, games, and interactive activities before, during and in between the rounds of ToT online and offline successfully;
  4. All logistics are carried out effectively;
  5. The events are covered and broadcasted on the social network and other channels with a high number of views;
  6. Interim and final reports submitted using the OSCE reporting template with all required attachments.

Necessary Qualifications:

  • University degree in Law, Politics, Social Sciences, Education, Gender Studies, International Relations, Media or other related fields; 
  • Minimum three (3) years of professional experience in the field of human rights, democratization, elections, gender, law and political affairs;
  • At least 1 (one) year of experience in designing and implementing ToT programmes, youth capacity-building activities and facilitating multi-stakeholder engagement;
  • Demonstrated knowledge of democratic governance, civic participation, and the socio-political context in Kyrgyzstan;
  • Strong analytical, communication, presentation and reporting skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Professional fluency in Russian and Kyrgyz with excellent both oral and written communication skills; knowledge of English is an asset;
  • Computer literate with practical experience using Microsoft applications;
     

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
