Myanmar Country Office is one of the Country Offices in the Asia Pacific Zone. The Country Office is led by a Head of Country Office (HCO). To provide financial support for Myanmar Red Cross Society’s Develop of Programme, under the supervision of Senior Finance Manager. This position manages and performs key tasks, with an emphasis on optimal performance, timely action, and proactive systems development.

Job Purpose

In close coordination with Myanmar Red Cross Society (MRCS), due to the need of National Society financial reports to be produced in time to ensure the expenditure are in line with approved budget, Finance unit

need to recruit one Finance Officer to replace the position. The Finance Officer will guarantee accounts integrity and will process all accounting and financial information generated as the programmes are implemented, through a monthly production of financial statements supported by a detailed analysis of all balance sheet accounts and ensure NS procurement reports are checked and validated.

Job Duties and Responsibilities

  • Checking the NS expenditure reports of IFRC supported projects to ensure the expenditure are in line with approved budget, using correct coding and sufficient documents attached according to the Federation
  • Data entry of NS expenditure reports to Federation System for project with Working Advance
  • Preparation of reconciliation of assigned projects on a monthly basis for approval by Budget Holders, MRCS projects’ controllers and finance.
  • Follow up with MRCS Finance for financial reports and requirement of supporting
  • Validation and transaction bookings of working advance clearance of Delegates and National
  • Ensure to support the month end closing
  • Abide by and work in accordance with the Red Cross/Red Crescent
  • Any other relevant duties and responsibilities assigned by Line Manager and/or higher management.

Education

University degree or equivalent professional experience is required.

Professional qualification in development studies or a related area is required.

Experience

Experience of managing and supporting staff is preferred

Minimum 3 years’ working experience of Financial Managements is required   

Finance experience with an international humanitarian or aid organization is required

Ideally be familiar with the Red Cross Red Crescent Movement and be sensitive to the complexities and constraints associated with the IFRC / National Society mandate is preferred.

Experience of working for the Red Cross/Red Crescent is preferred.

Knowledge, Skills and Languages

Skills in coaching, leading, training and developing staff are preferred

Good interpersonal, Presentational and report writing skills are preferred

Demonstrated leadership and management skills, including the ability to lead within a matrix management structure and utilize talent and experience of team members in a productive way is preferred.

Outstanding networking, representational, communication and negotiation skills. An ability to be proactive and persuasive is required.           

Demonstrated track record in innovating, contributing to a learning culture, sharing knowledge and new approaches to engaging partners is required.         

Professional credibility, being able to work effectively at all levels across the organization is required.               

Ability to work within a multi-cultural, multilingual, multidisciplinary environment is required.
