Job Purpose
The Information Management (IM) Officer supports the Norwegian Red Cross Country Office (CO) in strengthening information management systems across the humanitarian portfolio in Ukraine.
The position ensures effective data management, in support of Monitoring, Evaluation, Accountability and Learning (MEAL) processes. The IM Officer works closely with the Norwegian Red Cross (NoRC) country team and Information Management units to ensure data quality, consistency, and strategic use of evidence for decision-making.
The role contributes to strengthening digital systems, ensuring data protection compliance, improving data flows between field and CO levels, and enhancing adaptive programming through evidence-based insights.
Job Duties and Responsibilities
Strategic Coordination responsibilities
- Lead development and periodic revision of the Country Office Information Management Strategy aligned with Norwegian Red Cross priorities.
- Design and oversee end-to-end data architecture.
- Ensure interoperability between DHIS2, PIMS, Kobo and internal reporting systems.
- Ensure coherence between CO-level MEAL plan, donor reporting requirements, and URCS information management systems.
- Serve as focal point for information management systems (including DHIS2, Kobo Toolbox, PIMS and other digital platforms).
- Serve as focal point for PIMS System in CO level.
- Support data management processes through provision of clean, verified datasets and brief analytical summaries for MEAL system.
- Strengthen data governance and compliance with data protection standards.
- Promote strategic use of data, dashboards, and evidence to inform CO decision-making and adaptive management.
- Contribute to development and revision of IM SOPs and data management guidelines.
Operational responsibilities
- Maintain and update centralized CO databases and indicator tracking systems (ITT).
- Quality assure data entered in DHIS2 and other digital platforms.
- Update and supervise the PIMS CO.
- Extract, clean, validate and analyze quantitative and qualitative data.
- Develop dashboards (Power BI, Excel, QGiz, etc.).
- Support monitoring missions and ensure proper data documentation at field level.
- Conduct routine Data Quality Assessments (DQA).
- Support needs assessments, baseline, midline, and endline evaluations from an IM perspective.
- Strengthening feedback loops between field-level data collection and CO-level analysis.
- Provide technical mentorship to field focal points on data collection tools and reporting standards.
- Develop early-warning dashboards for operational risk monitoring.
- Thorough knowledge in quantitative and qualitative data collection methods, and analysis is essential, especially the use of SPSS or excel for quantitative analysis.
- Ensure safe storage, backup, and protection of sensitive data.
- Develop and enforce data classification protocols.
- Maintain data retention and archiving policy.
- Conduct regular data protection risk assessments.
- Maintain Data Processing Register.
- Automate recurring reporting workflows and dashboard updates.
- Reduce manual data cleaning processes through standardized templates and validation rules.
- Experience with GIS-based analysis and spatial data visualization (QGIS)
- Perform other IM-related tasks as requested by the MEAL Coordinator.
Collaboration
- Work closely with the Norwegian Red Cross Country Office project team under supervision of the MEAL Coordinator.
- Engage with URCS Quality Control and Accountability (QCA) department, including PMER and IM units.
- Collaborate with Technical Unit and Digital Transformation teams.
- Maintain functional collaboration with oblast-level URCS teams to ensure alignment of data systems and reporting

Education
University degree in Information Management, Statistics, Data Science, Statistics, Social Sciences, or related field.
Experience
Required:
- Proficiency with statistical analysis using SPSS, SAS, Minitab or equivalent
- Demonstrated experience in planning and implementing needs assessments and outcome monitoring
- Inclusive competency and track record in managing quantitative and qualitative data collection methods and analysis
- Experience in strategy development
- Good understanding of database management and data structures
- Experience in managing large datasets and ensuring data quality
- Knowledge of data protection principles and ethical data management
- Proven experience supporting field teams in complex emergency settings
- Experience in conducting Data Quality Assessments
