HI’s Middle East Regional Programme (MASHRIQ) coordinates missions in 5 different countries : Egypt, Jordan, Lebanon, Syria and Palestine (currently under emergency division until end of 2026). The programme is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2026 of 12M Euros
There are 4 main sectors of intervention: physical and functional rehabilitation, health (MHPSS, SRHR), resilience & inclusion (inclusive education, economic inclusion and basic needs, DRR, inclusive humanitarian action and inclusive governance), armed violence reduction. Projects are implemented through local partners and local service providers as well as through direct implementation.
The Chief of Party will be a member of the MASHRIQ Regional team, which is managed by the Director of the Geographical division based in Amman.
The Chief of Party will lead the implementation of a GFFO-funded multi-country consortium, ensuring effective coordination, compliance, and delivery of program objectives across all participating countries. This role requires strong leadership through influence, fostering collaboration among partners, and maintaining high standards of financial oversight and donor compliance, without direct line management within the consortium.
In parallel, the position will contribute to the MASHREQ Regional Program by supporting the strengthening of quality frameworks and cross-cutting approaches, including Disability, Gender and Age inclusion, Protection Mainstreaming, and Conflict Sensitivity—particularly within HMA interventions. The role will also support the development of multi-country proposals within the region, in close coordination with the Regional Programme Development team.
Through these combined responsibilities, the Chief of Party will play a key role in ensuring program quality, strategic alignment, and the effective integration of cross-cutting priorities across the consortium and the wider regional portfolio.
Details relating to security risks, isolation, travel and living conditions
Living conditions in Jordan are comfortable. Security conditions are very stable throughout Jordan.
Jordan provides schools, medical facilities, wellbeing premises. It is a family duty station.
Living in Lebanon is difficult, the security context in Beirut is very difficult and Beirut is not a family duty station.
The Chief or Party needs to travel to all countries under this program (Palestine, Syria, Lebanon)
Objectives of the position
The key objectives of the position are:
- As chief of Party of a GFFO multi-country consortium grant (80% of time): As Chief of Party you will be responsible for the overall coordination, financial oversight, and compliance of the GFFO multi-country consortium. Your role ensures effective collaboration among partners, adherence to donor requirements, and successful delivery of program objectives across all participating countries. This position does not include direct line management within the consortium but requires strong leadership through influence, coordination, and consortium partner engagement.
- Support Mashriq Regional Program for 20% of time:
- Contribute to HI quality framework: support the Regional Technical Head of Program to coordinate and monitor actions to improve the adoption of Disability-Gender-Age policy, Protection Mainstreaming and Conflict Sensitivity across the regional program, with priority given to HI HMA interventions and then scaling up to other sectors;
- Support Regional Program Development department for the development of HI multi-country HMA proposals within the region (including potential cost extension of the GFFO consortium)
6 Responsibilities as Chief of Party of GFFO consortium:
Responsibility 1: Consortium Coordination
- Act as the central focal point between the 3 consortium partners across the 3 countries.
- Facilitate effective communication, alignment, and collaboration among stakeholders.
- Organize and lead consortium meetings, steering committees, and coordination calls.
- Support conflict resolution and ensure smooth partnership dynamics.
- Ensure joint planning, consistency in project implementation approaches in accordance with the logical framework and within the allocated budget.
- In liaison with the project's governance bodies, in particular the technical resources (HI or consortium members), ensure the application of IMAS quality technical standards within the project and Hi Standard for HI intervention, and follow up the implementation of recommendations resulting from evaluations, support missions and audits.
- Facilitate audits (operational, financial and organisational) and ensure the implementation of their recommendations
Responsibility 2 : Program Monitoring & Quality Assurance
- With the support of the regional MEAL unit and in coordination with partners’ MEAL focal points, create, deploy, implement and monitor all appropriate tools for project monitoring, evaluation, accountability and learning, in line with HI policies and frameworks.
- Ensure that appropriate data collection and management tools are put in place in the project, in accordance with standard frameworks.
- Ensure that project data is collected and compiled in the project database.
- Carry out regular checks and make any necessary corrections to the activity database in conjunction with the MEAL unit.
- Ensure the archiving and availability of all sources of verification (documents) related to the project
- Track progress against program indicators and expected results in close coordination with the HI regional MEAL team and MEAL team from consortium members.
- Support consortium members in achieving high-quality implementation standards.
- Identify risks and bottlenecks and coordinate mitigation strategies.
- Organize and lead quarterly project review with the three consortium members
- Plan regular field visits within each country of implementation
- Promote learning, knowledge sharing, and continuous improvement across the consortium.
Responsibility 3: Grant Management & Compliance
- Oversee the full lifecycle of the grant management, from inception to closure, in collaboration with the Regional Program Development department.
- Ensure compliance with donor regulations, contractual obligations, and internal policies.
- Ensure the deployment and compliance with global frameworks, institutional policies and HI principles. This includes, among others, the core reference frameworks (e.g. HI Mission and Values; Theory of Change: Access to Services), all HI institutional policies (Security; Code of Conduct and Protection; Anti-Fraud and Corruption; PEAHS and Project Quality Framework; Disability, Gender and Age), all grant performance, deliverables, and milestones across all consortium members.
- Lead reporting processes (narrative and financial) with all concerned departments in line with donor requirements, in collaboration with the Regional Program Development department.
Responsibility 4: Financial Oversight
- Monitor budget utilization across partners and ensure cost-effectiveness in coordination with the Regional Finance Manager
- Review financial reports and forecasts from consortium members and crosscheck the coherence with the narrative report.
- Identify risks related to budget deviations and propose corrective actions.
- Ensure transparency and accountability in the use of funds.
Responsibility 5: Donor & Stakeholder Engagement
- Serve as the main point of contact with the donor(s) within each relevant countries and in link with HI IPSO at HQ level.
- Ensure timely and high-quality communication and visibility
- Represent the consortium in external meetings, as required.
- Maintain strong relationships with key consortium members.
- Develop consortium external influence (forums, operational and strategic alliances, etc.) in close collaboration with al consortium members including HI country managers and the organisation's external representation (events, media) in its area of responsibility:
- Relay HI's and consortium global advocacy messages to all relevant external parties.

Requirements
Experience
- Experience in managing complex and or multi-country humanitarian projects
- Experience in managing consortia is an asset
- Experience in managing HMA interventions is an asset
Skills
- Skilled in developing and maintaining partnerships and effective collaborative working relationships, including within large and complex organisations, and between HQ and fields.
- Excellent capacities in representation and networking at different levels – local, national and regional
- Demonstrated ability to think strategically and analyse and simplify complex information for a variety of audiences. Ability to handle situations diplomatically and tactfully
- Excellent communication skills (both written and oral) including excellent command of written and spoken English
- Proven knowledge of HMA sector
- Proven technical expertise in Disability, Gender, Age intersectional approach, and/or Protection Mainstreaming and/or Conflict Sensitivity
- Proven reporting and proposal development skills
- Demonstrable experience in monitoring and analysing context specific risks
- Demonstrable ability to plan and deliver workshops and information exchange opportunities
