In accordance with the stated specific tasks, indicators, and timelines, the results of this service will be accomplished through the organisation and delivery of: • High-quality donor and progress reports that clearly articulate GMCP’s international, regional, and national impact, supported systematically collected monitoring and evaluation (M&E) data from Pacific Island countries and aligned with global UNODC reporting standards. • An integrated reporting, M&E, and communications workflow/calendar that consolidates narrative, financial, and performance data from country offices, regional teams, and GMCP global coordination units to support timely and results-based donor reporting. • Visibility and advocacy materials that demonstrate the value of international donor contributions and highlight GMCP’s role in strengthening international maritime security cooperation. • Documentation of cross-regional lessons learned, good practices, and M&E recommendations gathered from Pacific countries and regional partners to inform future international reporting and programme design.

Duties and Responsibilities

The purpose of this assignment is to provide specialized international communication, reporting, monitoring and evaluation (M&E), and coordination support to the Pacific Ocean Team in strengthening the visibility, transparency, and global engagement of the Global Maritime Crime Programme (GMCP). The Individual Contractor will develop and maintain a comprehensive international communications, reporting, and M&E calendar to ensure the timely delivery of donor updates, progress and results reports, and visibility products for regional and global stakeholders. In close collaboration with multi-country programme teams within the Pacific Ocean region, international partners, and donor counterparts, the Contractor will support the systematic collection, consolidation, verification, and analysis of M&E data to inform donor reporting, results-based management, and programme learning. The assignment will contribute to highlighting the international and cross-border impact of GMCP’s work in advancing maritime security, rule of law, and regional cooperation across the Pacific, while ensuring full alignment with UNODC standards, donor requirements, and international reporting frameworks. Specific tasks to be performed by the Individual Contractor: Under the supervision of the UNODC GMCP Regional Programme Coordinator (Pacific), the contractor will conduct the following activities: • Prepare, edit, and review GMCP project and donor reports by consolidating inputs from multiple countries, regional teams, and international stakeholders across the Pacific and global GMCP network, ensuring that reports are accurate, evidence-based, results-focused, and aligned with international donor requirements, UNODC corporate standards, and global GMCP strategic priorities.Submit final reports with clear structure, formatting, and timeliness in line with donor expectations. • Serve as a focal point for reporting and donor communications by coordinating closely with programme managers, national programme officers from Fiji, Kiribati, and Tuvalu, technical experts, and regional teams to collect narrative, financial, and M&E information for timely and responsive donor updates. • Support the development of communication and visibility materials such as newsletters, press releases, social media content, highlights, and success stories to showcase GMCP achievements, promote visibility for donors, and strengthen overall advocacy and outreach efforts at national and international level. • Contribute to monitoring and evaluation (M&E) activities by collecting, compiling, and analyzing data to track progress against project indicators. Ensure M&E findings are incorporated into reports and communications, highlighting measurable results, lessons learned, and areas for improvement. • Participate in and support international meetings, training sessions, and knowledge-sharing platforms, contributing to the exchange of best practices in reporting, donor engagement, and M&E, and strengthening internal capacity across GMCP’s global network. • Undertake additional tasks related to communications, monitoring and evaluation, and donor relations as assigned. This may include preparing briefing notes for senior management, supporting donor missions and field visits, contributing to fundraising proposals, or assisting in donor visibility events.

Qualifications/special skills

High school diploma or equivalent is required. A minimum of 2 years of relevant working experience in international or regional programme support, donor reporting, communications, monitoring and evaluation, or coordination within the UN system, international organizations, or development or security-related programmes is required. Demonstrated experience working with international stakeholders, including donors, government counterparts, regional organizations, and UN entities is required. Familiarity with international development, rule of law, maritime security, or transnational crime-related programming is desirable. Basic IT skills are desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of local language in Fiji is an advantage.
