These contributions will enable informed decision making, improved land governance, enhanced social cohesion, and successful delivery of project results throughout UN Habitat’s interventions in the DRC.

Duties and Responsibilities

Organizational Setting The United Nations Human Settlements Programme, UN-Habitat, is the body mandated by the United Nations General Assembly to promote socially and environmentally sustainable cities, with the aim of providing adequate housing for all. UN-Habitat is the lead agency within the United Nations for the implementation of the New Urban Agenda. In this capacity, it supports Member States and development partners in transforming cities into safer, more resilient, and healthier places that offer greater opportunities. It works with organizations at all levels, including all sectors of government, civil society, and the private sector. The UN-Habitat office in the Democratic Republic of Congo implements a Country Programme Document (CPD) developed jointly with stakeholders. Key programmes and projects within the CPD include: (i) the Land Reform Support Programme (PARF), funded by the Central African Forest Initiative (CAFI) through the National REDD+ Fund (FONAREDD); (iii) a project for the participatory strengthening of land conflict prevention and management for increased social cohesion in the provinces affected by the Kwamouth crisis in the Democratic Republic of Congo (DRC), funded by the UN Secretary-General’s Peacebuilding Fund; and (iv) the project “Contribution to strengthening the resilience of populations affected by the AFC/M23 crisis by supporting efforts to ensure secure access to land for livelihood production in the Democratic Republic of Congo,” funded by the Government of Japan. To ensure the successful implementation of activities and adherence to project deadlines, UN-Habitat is seeking to recruit a Social Engineering and Reporting Contractor. Under the general supervision of the Central Africa Sub Regional Head of Office and with close monitoring by the Programme Coordinator, the incumbent will provide technical and operational support to strengthen community participation in land tenure security, social cohesion between host communities and displaced persons, local land governance, gender integration, youth and indigenous peoples, as well as the prevention and management of land conflicts. Responsibilities Under the general supervision of the Central Africa Sub Region Head of Office and the guidance of the program coordinator, the Individual Contractor will perform the following tasks and responsibilities: 1. Develop and deploy mobilization strategies in intervention areas based on social and institutional analyses to guide project implementation. 2. Strengthen local land management bodies as well as local development or community policing committees, taking into account the inclusion of women & youth. 3. Support the facilitation of consultations related to Free, Informed and Prior Consent (FIP). 4. Identify, assess and update risks (operational, social, security, fiduciary) and propose mitigation measures 5. Set up and manage the monitoring and evaluation system (indicators, tools, data collection). 6. Ensure the quality, reliability and traceability of project data. 7. Contribute to the development and implementation, in conjunction with media experts, of UN-Habitat's communication plan, taking into account the visibility requirements of technical or financial partners. 8. Produce periodic reports (internal and donor) in accordance with requirements. 9. Facilitate activities related to gender, inclusion, PSEA/GBV, complaints management, and Do No Harm community safe mechanisms. 10. Contribute to the project's learning (capitalization, lessons learned, strategic recommendations). 11. Participate in all operational or training activities proposed by management.

Qualifications/special skills

Completion of a high school diploma is required. Supplemental training in Social Sciences, Political Science, Law or related field is desirable. A minimum of seven (7) years of relevant and progressively responsible working experience in local governance, community mobilization and leadership is required. The minimum years of relevant experience is reduced by two years for candidates who possess a first level University degree. Minimum of 7 years of experience in local governance, community mobilization and leadership is required. Good knowledge of project management, reporting and monitoring and evaluation is required. Advanced knowledge in empowering community actors, particularly in environmental management, humanitarian aid and/or local security is required. Familiarity with land and urban management is desirable. Experience in the United Nations work and with government structures is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in French and knowledge of English is required. Knowledge of any other DRC national language(s) is an advantage.
