Duties and Responsibilities

BACKGROUND: The International Trade Centre (ITC) is a joint agency of the United Nations (UN) and the World Trade Organization (WTO). It is the only multilateral agency fully dedicated to supporting the internationalization of micro, small and medium-sized enterprises (SMEs). ITC’s mission is to foster sustainable and inclusive growth and development through trade and international business development. ITC projects and programmes contribute to the global efforts to achieve the UN Global Goals for Sustainable Development and the Aid for Trade Agenda. ITC is implementing the project titled Timor-Leste: “Supporting Regional Integration and Trade” (Project) funded by the European Union (EU). The Project aims to contribute to Timor-Leste’s economic integration and trade in the world and in the Southeast Asian region. This will be achieved through supporting Timor-Leste’s accessions and post-accessions to the World Trade Organisation (WTO), the Association of Southeast Asian Nations (ASEAN), and the European Union-Pacific (EU-P) Economic Partnership Agreement (EPA). In doing so, the Project aims to further develop Timor-Leste’s economy and dynamize the private sector through better integration in the multilateral trading system. While the overall objective of the Project is to contribute to Timor-Leste’s economic integration in the world and in the Southeast Asian region, the specific objective of this Project is to promote economic development and diversification through trade. The Project is implemented under the leadership of the Cabinet of the Vice-Minister for ASEAN Affairs (VMAA). Other main stakeholders within the government are the Cabinet of the Coordinating Minister for Economic Affairs (MCAE) and the Ministry of Commerce and Industry (MCI). In addition, key stakeholders also include the National Parliament, the private sector and civil society. RESPONSIBILITIES: Under the direct supervision of the Programme Officer, DMD/SPTI, the Project Support and Coordination Associate will be responsible for the following duties: • Provide substantive and administrative support to the planning, implementation and evaluation of project initiatives, etc.; monitor and analyzes specific aspects of project initiatives implementation; review relevant documents and reports; identify problems and issues to be addressed and recommends corrective actions; liaise with relevant parties; identify and tracks follow-up actions. • Develop and maintain the Project filing and documentation systems (electronic and hard copy), ensuring systematic storage of project-related records s; • Carry out basic research on selected aspects of the Project, operations and other activities, etc., to include collection, analysis and presentation of basic data, on the Project and related topics or issues, from diverse sources; • Provide administrative and substantive support to Project implementation; serve as focal point for coordination across units. Coordinate with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on key administrative actions such as recruitments, travel arrangements, trainings and study tours, payment authorization, funds disbursement and procurement services; • Contribute to the preparation of various project outputs; draft background papers, analytical notes, sections of reports and studies, minutes of internal and external meetings, inputs to publications and other project related documents • Prepare correspondence and communications related to various aspects of project administration. • Provide administrative and substantive support to consultative and other meetings, conferences, etc., to include, preparation of background documents and presentations, handling logistics, taking minutes of internal and meetings with government counterparts and other stakeholders etc. • Coordinate activities related to budget funding (project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports; • Undertake translation and editorial review of media releases, reports, event invitations, and other key communication materials between English, Portuguese, and Tetum; • Contribute to the preparation and dissemination of various communications materials, particularly by drafting, translating, scheduling, and posting social media content and related updates (e.g., on Facebook, Instagram, and LinkedIn) and ensure alignment with Project milestones; • Maintain records of media coverage and social media engagement analytics, including storing and recording it in the established system; • Perform other duties as required. S/he has further to ensure to obtain accreditation to event(s), if required.

Qualifications/special skills

EDUCATION: Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with additional two (2) years qualifying experience may be accepted in lieu of the advanced university degree. EXPERIENCE: A minimum of two (2) years of relevant experience in project or programme management, administration or related area. Experience experience in working with government, donor, regional and/or international organizations, including the UN. Languages

Fluency (written and spoken) in Tetum, English and Portuguese.

Additional Information

This contract will be administered on behalf of ITC by UNOPS. This vacancy is open for locally residing nationals of East Timor only. Applicants must be authorized to work in the duty station where the position is located. Eligible applicants selected from outside the duty station are responsible for any expenses in connection with their relocation to the duty station.
