Project Context and Scope

Bangladesh country office, established in 1998, has worked closely with government entities at the national and sub-national levels, civil society organizations, local communities, and development partners to respond to evolving development and humanitarian needs. Its work covers migration governance, humanitarian response, climate action, disaster risk reduction, and development. IOM prioritizes protection, inclusive service delivery, and resilience-building for displaced populations, including Rohingya refugees. The Mission also provides strategic support to the Government of Bangladesh in strengthening migration governance and strengthening systems, advancing safe and regular migration pathways and upholding regional and global migration commitments.

The Migration Policy and Sustainable Development Unit in the CO aims to strengthen migration governance in Bangladesh by promoting safe, regular, orderly, and humane migration while advancing the socio-economic well-being of migrants, their families, and communities. It supports the Government of Bangladesh and key stakeholders through strengthening governance including capacity development, ethical recruitment, evidence-based policy development, and direct assistance to migrants and returnees. The programme also advances research, knowledge management, and regional and global policy dialogue to integrate migration into national development priorities with a strong human-rights focus.

Under the overall supervision of the of Head of the Migration Policy and Sustainable Development (MPSD) and direct supervision of Senior IM Associate, the successful candidate will be responsible for supporting the management and implementation of related information management initiatives of the different programmes of the unit.

The activity is being supported by the project “Strengthened Service Delivery Systems for Improved Migration Management and Sustainable Reintegration”, implemented by IOM Bangladesh and funded by European Union (EU).

Responsibilities

Tasks to be performed under this contract
  • Assist in coordinating and following up on IM related project activities ensuring timely communication and alignment with project objectives.

  • Coordinate with relevant programme colleagues and stakeholders to help develop clear and structured plans for for the design, enhancement, or implementation of new and existing software systems including the Migrants’ Support Information System (MSIS).

  • Ensure that the implementation of information management systems and software applications adheres to organizational ICT policies, data protection standards, and relevant frameworks.

  • Participate in meetings, workshops, and coordination forums related to digital transformation, information systems, or ICT initiatives within the programme.

  • ​Perform other duties as may be assigned by the supervisor and relevant colleagues.

Performance indicators for the evaluation of results
  • Quality and clarity of software system plans developed in coordination with programme colleagues and stakeholders, ensuring they are structured, comprehensive, and aligned with project requirements.

  • Active and meaningful participation in meetings, workshops, and coordination forums, with contributions that support digital transformation and ICT initiatives.

  • Responsiveness, professionalism and timeliness in carrying out tasks assigned by the supervisor and relevant colleagues.

Qualifications

Required Qualifications and Experience

Education

  •  University degree in Information Technology, Computer Science, Information Systems, Data Science, or related field from an accredited academic institution with five years of relevant professional experience;
  •  A master’s degree in a relevant field would be considered an advantage.

Experience

  • Professional certifications in database management, networking, or system administration are desirable.

  • Demonstrated experience in supporting the development, implementation, or coordination of software systems or information management systems

  • Experience in data management, knowledge management, or information sharing initiatives is desirable.

  • Experience working with international organizations, development agencies, or government institutions is considered an advantage.

  • Experience working with UN Agencies, international organizations, development agencies, or government institutions is considered an advantage.

    Skills

  •  Strong coordination and organizational skills, with the ability to manage multiple tasks and work collaboratively with diverse stakeholders.

  •  Good analytical and problem-solving abilities related to information systems and digital initiatives.

  • Ability to prepare clear documentation, reports, and structured plans for technical or programme-related activities.

  • Proficiency in standard office software applications and familiarity with project management or collaboration tools.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
