OBJECTIVES OF THE PROGRAMME

WHO is the specialized agency of the United Nations with the objectives to promote health, keep the world safe and serve the vulnerable. The WHO Country Office for Mongolia supports the Mongolian government in the formulation, implementation and evaluation of national health policies, strategies and plans and through WHO's technical cooperation programmes, integrating a gender, equity, human-rights and disability-inclusive based approach. WHO works with governments and partners to achieve national health goals by providing technical assistance in national-level policy formulation; setting norms and standards; improving knowledge dissemination; monitoring the country's health situation; and building sustainable institutional capacity. WHO also plays a leadership role in national technical forums and contributes to regional and global public health platforms. The main objectives of the WHO Health Information programme are to support the country to strengthen national health information systems to ensure the availability, quality, analysis, and use of timely, reliable, and disaggregated health data for evidence-based policy-making, planning, monitoring, and accountability toward national and global health goals and support monitoring of national health strategies, SDGs, and UHC, and public health priorities.
 

DESCRIPTION OF DUTIES

Under the direct supervision of Coordinator Integrated Disease Control and under the overall guidance and leadership of the Head of WHO Country Office:

  1. The incumbent is accountable for the data and information management activities for Country Office programmes and health emergencies in the country.
  2. S/he will interact with the local authorities, and counterparts in other UN partners, NGOs, and non-health actors to support strategic partnerships in respect of multi-dimensional information management processes. 
  3. Aggregate and maintain inter-country information from WHO and partners including contact lists, performance monitoring, health indicator data, health situation data, and health response data. 
  4. Participate in the basic geographic analysis for maps and other reports (such as dashboards, SitReps, etc.). 
  5. Upon delegation provide information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports 
  6. Participate in field epidemiological surveys if/where needed, such as mortality survey, vaccination coverage surveys and new vaccine Post-Introduction Evaluation activities 
  7. Support conducting disease -specific epidemiological reviews and data collection and data analyses for TB, HIV, STI, hepatitis, vaccine-preventable and zoonotic diseases and relevant non-communicable diseases.
  8. Support the collection, analyses, production and dissemination of data/information related to outbreaks supporting the response-specific information (what, where, who, how many, how quickly, current status), internal and external situation reports (SitReps), epidemic bulletins, rapid needs assessments, health risk assessments, and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP). 
  9. Perform all other related duties as assigned.


     

REQUIRED QUALIFICATIONS

Education

Essential: Bachelor’s degree in information or data management, computer sciences, statistics, applied mathematics, epidemiology, public health, or a similar discipline.
Desirable: Post-graduate training in epidemiology (EPIET) or similar programme; Specific training in humanitarian response or emergency information management.

Experience

Essential: At least two years of relevant experience in information systems management, monitoring, and data analysis including experience with public health and epidemiological -related data analysis and evidence-generation.
Desirable: Relevant work experience in WHO, other UN agencies; experience working in relevant non governmental or humanitarian organizations.
 

Skills

  • Demonstrated knowledge and professional skills in the development and implementation of public health surveillance systems. 
  • Seasoned expertise in the collection, analysis, and interpretation of epidemiological and public health surveillance data. 
  • Strong ability to process, analyze and interpret epidemiological and public health surveillance data. 
  • Demonstrated ability to design, and manage complex information system projects, computer-based applications and databases, web-based tools High level of analytical skills. 
  • Knowledge of programme management and functioning of WHO and the UN system is an asset.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 38,680 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
