The Individual Contractor shall submit monthly reports and timesheets detailing the services delivered, based on a standard 20 working days per month. Payments will be processed upon submission and formal approval of the timesheets by the designated supervisor.

Duties and Responsibilities

1. Background of the assignment: As the global guardian of the UN Standards and Norms in Crime Prevention and Criminal Justice, UNODC is mandated to support Member States in upholding the Rule of Law, promoting crime prevention and effective, fair, humane and accountable criminal justice systems in line with the United Nations standards and norms on crime prevention and criminal justice and other relevant international legal instruments. In line with this mandate, UNODC’s project titled “Programme for Legal Empowerment and Aid Delivery, Phase II and seeks to “Reinforce the rule of law, improve access to justice, increase efficiency and accountability in the justice system and use of technology as an enabler of justice” while addressing capacity needs and persistent bottlenecks affecting service delivery in the justice sector, advance digitalization to streamline the administration of justice and countering corruption to improve access to justice for all Kenyans, including those at risk of exclusion and marginalization. The Project is designed to implement the following Outcomes of the EU Programme for Legal Aid and Empowerment in Kenya (PLEAD, Phase II). Outcome 1: Enabling the criminal justice system to fight corruption more effectively. Outcome 2: Improving administration and coordination of the justice sector Outcome 3. Increasing the competence, quality, and efficiency of criminal justice institutions Outcome 4. Enhancing access to legal aid, especially for individuals in vulnerable situations. The project targets 19 focal counties, namely Kisumu, Nairobi, Mombasa, Uasin Gishu and Nakuru, Wajir, Mandera, Lamu, Tana River, Marsabit, Isiolo, Garissa, Meru, Kericho, Kisii Bungoma, Kakamega, Migori and Narok. 2. Purpose of the assignment: The purpose of the IC is to provide communications support for various activities outlined in the PLEAD II Project (KENW60). 3. Specific Tasks to be performed: The IC will work under the supervision of the PLEAD II Project Manager, and in close technical cooperation with the Associate Programme Officers under the Criminal Justice Programme in ROEA. The IC will also work closely with the beneficiary institutions, the donor (European Union) and UNODC (Headquarters and ROEA) in performing the following substantive duties and responsibilities: a. Support the project in implementation of public events, workshops, round tables, and forums. b. Photograph/coordinate photography and develop web stories, press releases and media advisories at UNODC/ PLEAD II events and field missions. c. Assist in implementing UNODC/ PLEAD II activities, including generating research studies and policy activities carried out by UNODC/ PLEAD II. d. Support in developing a campaign work plan, including determining strategies to reach target audiences through social media e. Support development of high-quality social media content, including visual and written online media posts f. Aid in the design and produce communications materials such as audiovisual (photos and videos), brochures, posters and other materials based on the project’s needs. g. Facilitate execution, as appropriate, agreed on campaign activities in coordination with project personnel. h. Use appropriate software and methods for undertaking monitoring and data analysis to report on the effectiveness of social media (such as coverage and engagement analysis) and offline media activities i. Support in administering online accounts and feeds, including responding to questions or queries raised through social media j. Manage a digital archive of all photos, stories and press coverage. k. In liaison with the PLEAD/ UNODC Communications Team and the Programme Managers, support in maintaining up to date information on UNODC activities on the UNODC ROEA and HQ websites and prepare advocacy materials, as required. l. Facilitate UNODC - media and community relations - and ensure all media coverage of UNODC is monitored and reported to staff and the country office.

Qualifications/special skills

A High School diploma is required. A bachelor’s degree in journalism, communication, public relations, international relations, marketing, development or related fields. is desirable. • A minimum of one (1) year of progressively responsible experience in communications and media, or related areas is required. • Experience working within the United Nations system or similar international organizations is desirable. • Experience supporting Criminal Justice and related sectors is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of other United Nations Secretariat languages is an advantage.
