This position is located in the Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC). The Branch comprises the Office of the Chief, the Cybercrime and Technology Section, the Human Trafficking and Migrant Smuggling Section, the Firearms Trafficking Section and the Conference Support Section. Responsibilities
Within delegated authority, the incumbent will perform the following specific duties: • Lead, supervise and implement the work programme of the Branch under his/her responsibility. • Provide guidance for the strategic direction of the Office in the area of organized crime and illicit trafficking, including by providing policy, substantive and programmatic guidance to ensure UNODC-wide coherence in the implementation of its mandates. • Oversee the management of activities undertaken by the Branch and ensure that programme activities are carried out in a timely fashion. This includes relevant technical assistance programmes and activities, including those in substantive areas relating to the various treaties and protocols that fall within the oversight of the Branch. • Co-ordinate the work carried out by different Sections and work units under the Branch and by other agencies and bodies of the United Nations system; provide programmatic/substantive reviews of the drafts prepared by others. • Ensure policy level coordination of activities between the sub-units of the Branch working on different aspects of support to the United Nations Convention against Transnational Organized Crime (UNTOC),its protocols and its Conference of the Parties as well as the UN Convention against Cybercrime, the ongoing work of the .Ad Hoc Committee to Elaborate a Comprehensive International Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes and future Conference of States Parties (CoSP). • Perform the functions of Secretary of the Conference of the Parties (UNTOC) and of its subsidiary bodies as well as Secretary of the Ad Hoc Committee and the future Conference of the States Parties to the UN Convention against Cybercrime (CoSP). • Lead and supervise the organization of meetings, seminars, etc. on substantive issues. Manage the substantive preparation and organization of such meetings or seminars. • Participate in international, regional or national meetings and provide programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions. • Represent the Division at international, regional or national meetings. • Assist the Director in preparing the work programme of the Branch, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Report to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Co-ordinate and oversee the preparation of reports and policy input for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Ensure that the outputs produced by the Branch maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensure that all outputs produced by the units under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Undertake or oversee the programmatic/administrative tasks necessary for the functioning of the Branch, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. • Recruit staff, taking due account of geographical and gender balance. • Manage the financial and human resources of the Branch. Undertake and oversee the programmatic and administrative tasks necessary for the functioning of the Branch, including preparation of budgets, reporting on budget/programme performance, resource mobilization, evaluation of staff performance, and preparation of inputs for results-based budgeting. Manage, guide, develop and train staff under his/her supervision. • Foster teamwork and communication among staff in the Branch and across organizational boundaries. • Lead team members efforts to collect and analyze data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensure that everyone can discover, access, integrate and share the data they need.

Education
Advanced university degree (Master’s degree or equivalent) in law or other social science area, preferably with specialization in international law and/or criminal law. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. Specialization in the area of organized crime is desirable.

Work Experience
A minimum of fifteen (15) years of progressively responsible professional work experience in crime prevention and criminal justice related issues is required. Of the minimum years of experience, at least 10 years of solid hands-on international experience in managing transnational organized crime technical assistance programmes/projects is required. Relevant work experience, including managing intergovernmental processes and servicing intergovernmental bodies, supporting policy and programme development related to the UN Convention against Transnational Organized Crime and its Protocols is required. Proven experience in fundraising and implementing multi-million-dollar technical assistance projects with significant field components is desirable. Experience in the area of cybercrime is desirable. Relevant work experience within the United Nations System or a similar international organization is desirable. Experience in data analytics or related area is desirable.
