Project Context and Scope
IOM mission in Tajikistan is carrying out efforts to support the Government of Tajikistan within the framework of its Comprehensive Action Plan for Afghanistan and Neighbouring Countries (CAP) and the Regional Refugee Response Plan for Afghanistan (RRP). Under the project “Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia” (the Project), IOM is committed to enhancing social cohesion and improving access to essential services for both Tajik host communities and Afghan refugees.
In this context, access to safe and adequate educational and training infrastructure remains a key prerequisite for effective service delivery, skills development, and community engagement. Schools and training centres in Vahdat and Rudaki districts require targeted rehabilitation and upgrading to ensure safe, functional, and inclusive learning environments, particularly for vulnerable populations, including women and youth.
To support evidence-based decision-making and ensure efficient allocation of project resources, IOM intends to conduct technical feasibility assessments of selected facilities and develop detailed cost estimates for potential rehabilitation works. This includes selected secondary schools in Vahdat and Rudaki districts, as well as a training centre under the Committee on Emergency Situations and Civil Defence in Qaratog.
Project: Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia.
Responsibilities
Conduct site visits and technical assessments of the following facilities:
School No. 139 (Vahdat): WASH (water access) and windows replacement/rehabilitation
School No. 1 (Vahdat): cosmetic renovation of changing rooms and sports playground
School No. 5 (Vahdat): cosmetic renovation of 2–3 classrooms
School No. 15 (Rudaki): cosmetic renovation and furniture needs for 3 classrooms
Assess the current condition of infrastructure, define required works, and identify technical constraints and risks.
Prepare preliminary cost estimates and provide recommendations on feasibility and prioritization of works.
Indicators:
Feasibility assessment conducted for all 4 schools
Scope of works clearly defined for each site
Preliminary cost estimates provided for each intervention with a sketch plan
2. Development of Bills of Quantities (BoQ)
Prepare detailed, itemized Bills of Quantities (BoQs) for each selected school based on agreed scope of works.
Include technical specifications, quantities, unit costs, and total estimated costs aligned with local market rates.
Ensure BoQs are suitable for tendering and comply with standard engineering and procurement requirements.
Indicators:
At least 4 BoQs developed (one per assessed school intervention), subject to feasibility assessment results
BoQs are complete, itemized, and aligned with market prices
BoQs approved by IOM for tendering purposes
3. Feasibility Assessment – Training Centre in Qaratog
Conduct a technical feasibility assessment of the Training Centre of the Committee on Emergency Situations and Civil Defence in Qaratog.
Assess structural condition, identify required refurbishment works, and define scope of intervention.
Provide preliminary cost estimates and recommendations on feasibility and implementation considerations.
Indicators:
- Feasibility assessment completed for the training centre
- Clear scope of refurbishment works defined

Qualifications
Required Qualifications and Experience
Education
University degree in civil engineering, construction, WASH or a related field
Experience
- At least 3–5 years of relevant experience in infrastructure assessment, rehabilitation works, and BoQ preparation
Proven experience in conducting technical feasibility assessments and developing cost estimates
Experience working with public infrastructure (schools or training facilities is an advantage)
Skills
- Familiarity with local construction standards, materials, and pricing in Tajikistan
- Strong analytical, reporting, and coordination skills
Languages
For this consultancy, fluency in Tajik or Russian is required. Working knowledge of English is an advantage.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
