La posición actual busca que el/la Coordinador/a objetivo estratégico 2 - Resiliencia sea responsable de la implementación territorial de los objetivos estratégicos (SO2).
RESPONSABILIDADES PRINCIPALES (LISTA INDICATIVA Y NO EXHAUSTIVA):
Bajo la supervisión del Jefe de Programas, el/la Coordinador/a (SO2) tendrá las siguientes responsabilidades:
- Coordinar la planificación, implementación y seguimiento de las intervenciones de resiliencia bajo el Objetivo Estratégico 2, asegurando su alineación con el Plan Estratégico País (CSP), las prioridades nacionales y los lineamientos del PMA.
- Liderar el diseño técnico de programas de resiliencia, incluyendo medios de vida, adaptación al cambio climático, fortalecimiento de sistemas alimentarios y reducción de riesgos, incorporando enfoques de sostenibilidad e interculturalidad.
- Realizar y supervisar análisis de contexto, riesgos y capacidades, contribuyendo a la identificación de zonas y poblaciones prioritarias para las intervenciones de resiliencia.
- Asegurar la calidad técnica y coherencia programática de los proyectos bajo SO2, incluyendo la integración de enfoques transversales (género, protección, inclusión y enfoque ambiental).
- Coordinar con contrapartes gubernamentales, agencias del Sistema de Naciones Unidas, ONGs y socios técnicos para fortalecer la articulación interinstitucional y la complementariedad de intervenciones.
- En coordinación con la unidad de Monitoreo & Evaluación, realizar un seguimiento programático y de resultados, identificando brechas, lecciones aprendidas y oportunidades de mejora continua.
- Acompañar la definición, seguimiento y análisis de indicadores de resultados y desempeño de las intervenciones de resiliencia, en coordinación con el equipo de Monitoreo y Evaluación (M&E).
- Elaborar y consolidar reportes técnicos y programáticos relacionados con el Objetivo Estratégico 2 (Resiliencia) para la coordinación a nivel país, regional y sede, asegurando consistencia, calidad y cumplimiento de plazos.
- Asegurar la integración de información de resiliencia en reportes institucionales, informes a donantes y ejercicios de planificación estratégica del PMA.
- En coordinacion con la Unidad de Monitoreo realizar el análisis de vulnerabilidad y seguridad alimentaria.
- Realizar procesos administrartivos establecidos por el PMA para el cumplimiento de resultados.
- Otras funciones relacionadas al cargo en base al marco colaborativo interno del PMA/Bolivia, a solicitud de su supervisor.
RESULTADOS ESPERADOS:
Intervenciones del SO2 implementadas de manera efectiva a nivel territorial, alineadas con los enfoques de resiliencia y adaptadas al contexto local, cumpliendo con los estándares y lineamientos del PMA.
Información programática y técnica sistematizada, actualizada y de calidad, que sustente la toma de decisiones y facilite la coordinación a nivel país con la Oficina Regional y Sede.
Proyectos de resiliencia monitoreados en terreno, con información oportuna levantada para indicadores y reportes institucionales. Indicadores de desempeño y resultados del SO2 definidos, monitoreados y analizados periódicamente, permitiendo medir avances, identificar brechas y orientar ajustes programáticos basados en evidencia.
Capacidades comunitarias fortalecidas y articulación efectiva con gobiernos subnacionales y comunidades, reflejada en acciones coordinadas para la implementación del SO2.
Coordinación interinstitucional y gestión interna fortalecidas, incluyendo el acompañamiento a equipos técnicos y coordinadores regionales, contribuyendo al cumplimiento del plan de trabajo de la unidad de programas y al mandato del PMA en Bolivia.
