BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Under its five-year Country Strategic Plan, WFP Nepal is implementing an integrated set of activities spanning across four outcome areas. Under a food systems umbrella, the plan combines Emergency Preparedness and Response, Nutrition and School Meals, Climate Resilience and Service Provision. A focused gender, disability and social inclusion lens as well as a strong analysis capacity constitute the foundation of all activities. With WFP’s ongoing shift toward capacity strengthening and technical assistance (CS/ TA) to the Government, robust monitoring systems, results tracking, and collaborative engagement with government and partners are becoming more important than ever.

The Programme Associate (Monitoring), SCL6 based in Western Nepal Region Field Office (Surkhet) is expected to demonstrate responsibility and initiative in planning, implementing, and ensuring quality of monitoring for WFP programmes, supporting accountability, evidence generation, risk identification, and performance management. The role provides effective specialized support and technical analyses to programme teams, oversight of partner monitoring systems, and proactive coordination with government stakeholders. The position reports directly to the Head of Western Nepal Region Office, with a technical reporting line to the monitoring lead of the Research, Assessment and Monitoring (RAM) Unit in the Kathmandu Office.

KEY ACCOUNTABILITIES/RESPONSIBILITIES

Monitoring of WFP Programmes/ Activities

  • Under the technical guidance of the Country Office RAM Unit, support the planning, organization and implementation of monitoring activities for WFP programmes in Karnali and Sudurpaschim provinces, in line with WFP’s monitoring strategies and guidelines.
  • Provide support to the development and implementation of monitoring plans for capacity strengthening and technical assistance projects, including monitoring institutional performance, progress against TA plans, delivery of training, advisory services, and system improvements.
  • Verify programme implementation progress across outcome and output indicators; identify deviations, risks or bottlenecks, and escalate issues requiring management attention.
  • Review and validate data generated by government counterparts and cooperating partners, ensuring adherence to quality standards and consistency with WFP monitoring frameworks.
  • Support the RAM and Programme units in ensuring efficient tracking of beneficiary targeting, transfer delivery, and service quality through systemic monitoring priorities.

Technical and Analytical Support

  • Provide support in the development of monitoring plans, logic models, indicator reference sheets, field monitoring checklists, feedback mechanisms, and other M&E tools aligned with WFP’s programmes/ activities in the province.
  • Within the specific area of responsibility, clean, manage, and analyse quantitative and qualitative monitoring data; produce analytical summaries, dashboards, briefs and other evidence products to support adaptive management and programme reviews, under the guidance of RAM unit.
  • Provide support to outcome monitoring exercises, decentralized evaluations, after-action reviews, and learning events.

Coordination and Partnership Management

  • Serve as key monitoring focal person for coordination with provincial and local governments, implementing partners, UN agencies, and civil society actors involved in WFP’s programmes/ activities.
  • Facilitate joint field visits, review meetings, and capacity strengthening sessions with government and partner organizations.
  • Provide technical backstopping to cooperating partners on monitoring standards, digital data collection, reporting requirements, and accountability practices.
  • Document challenges, lessons learned and good practices emerging from WFP programmes in the province.

Accountability to Affected Populations (AAP)

  • Support the implementation and monitoring of community feedback mechanisms, including WFP’s internal CFM system and supporting the establishment of helpdesks when required, ensuring that feedback is documented, analysed and acted upon.
  • Within a specific technical area of responsibility, promote participatory monitoring approaches and ensure inclusion of women, persons with disabilities, and marginalized groups in feedback and monitoring processes.

Capacity strengthening

  • Provide on-the-job coaching to field enumerators, cooperating partner staff, and government monitoring counterparts on data collection, indicator measurement, and reporting quality.
  • Support the rollout of digital data collection systems and tools (e.g., corporate platform MoDA, Kobo, SurveyCTO, among others, as applicable)

Reporting and documentation

  • Support in preparing high-quality field monitoring reports or other RAM products as required.
  • Maintain updated documentation on monitoring plans, datasets, risk logs, and follow-up actions.

Other duties

  • Provide support to emergency preparedness and response monitoring when necessary, including on-site monitoring.
  • Perform any other tasks required by the Field Office or RAM Unit.

The Programme Associate (Monitoring) will receive and apply the necessary training to conduct their work in a professional manner, in accordance with the UN’s three core principles of integrity, professionalism and respect for diversity, and in compliance with WFP’s code of conduct and confidentiality oath.

Programme Monitoring and Review - Monitors quality and results of TA delivery, institutional performance, and partner engagement, in addition to tracking direct assistance where relevant.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education

  • Completion of secondary school education with a post-secondary certificate in a related field is required. A first university degree (Bachelor’s) in social sciences, statistics, development studies, economics, public administration, monitoring and evaluation, or related fields is desirable for the position.

Experience

  • Minimum 6 years of progressively responsible experience in monitoring and evaluation, preferably in development or humanitarian contexts.
  • Experience in monitoring capacity strengthening or technical assistance projects is highly desirable.
  • Experience coordinating with government institutions at municipal/ provincial levels is a strong asset.
  • Experience with UN agencies or international organizations is preferred.

Desired Knowledge & Skills

  • Proven experience designing and implementing monitoring tools and managing large datasets.
  • Demonstrated ability to analyse quantitative and qualitative data and prepare evidence-based reports.
  • Familiarity with monitoring institutional performance, training effectiveness, systems strengthening, or advisory services.
  • Skills in MS Office applications, including advanced Excel functions for data analysis, visualization, and reporting;
  • Experience with digital data collection platforms (Kobo, ODK, ONA, MoDA, Survey CTO, among others).
  • Experience with statistical or qualitative software (SPSS, STATA, R, NVIVO, ATLAS.ti, among others) is an asset.
  • Strong stakeholder engagement, communication skills, and ability to work collaboratively with government and partners.
  • Strong organizational skills with ability to manage multiple priorities.

Languages

  • Fluency (level C) in written and spoken English and Nepali Languages is required. Knowledge of other local languages is an asset.
