Supervision/ Reporting Lines:

The position will have a technical reporting line and accountability to the Head of Procurement in Jerusalem, in line with corporate procurement processes and CO‑level procurement authority. Administratively, the position will report to the Head of Supply Chain in Gaza for R&R planning, leave management, and day-to-day office requirements.

Organizational Context:

This position is based in the Palestine Country Office (PAL CO) with Gaza as duty station, operating within WFP’s Supply Chain function. The incumbent will work under the direct supervision of the Head of Procurement and in close coordination with Management Services, Programme, Logistics, and other functional units to ensure timely and compliant procurement of Non-Food Items (NFI) and non-food goods and services required for Gaza operations. The role supports the delivery of WFP’s activities in a high-risk, complex environment, characterized by multiple stakeholders, rapidly shifting supply markets, access constraints, and frequent emergency response requirements. Given the volatility of the Gaza context, the incumbent will play a key role in updating and managing the Gaza vendor ecosystem, strengthening due-diligence, and generating market intelligence to support operational decision-making. The position will also support the transition from reliance on operational advances to fully compliant procurement processes, ensuring proper documentation, traceability, and adherence to WFP rules and ethical standards. The consultant is expected to operate with a high degree of independence in executing procurement actions, while adhering to WFP regulations and providing functional guidance to colleagues as needed to maintain continuity and efficiency

What will you do in this position? 

To establish a fully functional NFI procurement workflow in Gaza by developing a compliant and up‑to‑date vendor ecosystem, streamlining procurement processes, and ensuring all NFI‑related procurement actions are managed in line with WFP rules. The consultant will act as the procurement desk officer in Gaza, supporting vendor registration, documentation, approvals, and coordination between Gaza operations and the CO/Jerusalem procurement team.

WFP provides logistics support to humanitarian and development partners, allowing them to reach more people faster, and at a lower cost to donors and the environment. By offering our cash-based transfer platform to the wider humanitarian and development community, coordinating logistics, and developing an inter-agency common feedback mechanism, WFP contributes to wider humanitarian efforts.

How can you make a difference?

1. Build on the existing NFI Gaza procurement plan and develop an execution plan, working closely with Programme, MSU, Fleet, and Logistics to ensure timely and compliant implementation. (KPI: execution plan finalised within 30 days).

2. Vendor management: establish, verify, and maintain an updated and vetted NFI vendor list for Gaza, including market mapping, supplier vetting (verified = vetted by the US State Department), categorization, documentation, and price references. (KPIs: vetted vendor list completed by Week 8).

3. Serve as the Gaza-based procurement desk officer, ensuring end to end coordination of procurement actions (PRs, RFQs, evaluations, PO packages), proper documentation, vendor registration support, and full alignment with CO procurement workflows.

4. Ensure all Gaza NFI procurement actions comply with WFP procurement rules, ethics, segregation of duties, and audit requirements, with coordination across Procurement, MSU, Finance, and Gaza SC.

5. Strengthen procurement capacity in Gaza through coaching and targeted training sessions, and ensure strong coordination with SC Gaza, MSU, Programme, Finance, and Jerusalem CO. (KPI: at least two training sessions delivered).

6. Support emergency procurement actions for Gaza, ensuring rapid initiation, documentation, and compliance in line with WFP emergency procedures.

EDUCATION:

Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with additional two (2) years of related work experience and/or training/courses.

EXPERIENCE:

Minimum of three years of relevant postgraduate experience related to procurement activities.

Desired Experiences for Entry into the Role:

• Experience with procurement activities (purchasing, vendor research, etc.).

• Experience conducting cost analyses.

• Experience working with vendors or other partners.

LANGUAGES:

Fluency (level C) in English. Knowledge of Arabic is an asset.
