Contract Duration: Three (3) months, renewable based on need, performance and funding availability.  

Organizational Background:

Assisting more than 115.5 million people in 120 + countries each year, the World Food Program (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and helping individuals and communities find life-changing solutions to the multiple challenges they face in building better futures.

In conflict situations, we bring relief to exhausted populations and use food assistance to build pathways to peace and stability – work for which WFP was awarded the Nobel Peace Prize in 2020.

WFP Lebanon provides cash assistance to Syrian refugees and in-kind assistance to vulnerable Lebanese, while supporting the Government in strengthening social safety nets. WFP supports resilience-building activities, and its school meals programme improves nutrition and school attendance. Since October 2023, WFP has provided food and cash assistance to people affected by the conflict and has scaled up its food assistance including the distribution of daily meals following the recent escalation.

Job Purpose: he Cluster approach was introduced to ensure that there is predictable leadership and accountability in all main sectors or areas of humanitarian response and to strengthen system-wide preparedness and technical capacity to respond to humanitarian emergencies. The Logistics Cluster enables global, regional and local actors to meet humanitarian needs. Due to its expertise in the field of humanitarian logistics, the World Food Programme (WFP) was chosen by the Inter-Agency Standing Committee (IASC) as the lead agency for the Logistics Cluster.

The Logistics Cluster is a service cluster, supporting the humanitarian community to ensure critical aid gets to where it is needed. The role of the Logistics Cluster is to provide coordination of logistics activities of the humanitarian response and information management to support operational decision-making throughout the response cycle. Where gaps in the logistics infrastructure have been identified, the Logistics Cluster also facilitates access for the humanitarian responders to a range of logistics services including air, sea and overland transport as well as warehousing.

Due to the severe conflict escalation in Lebanon, and the contingent deterioration of the humanitarian situation leading to population displacements, negative impacts on the supply chain and the access challenges, humanitarian organisations face significant logistics challenges for the delivery of relief supplies and life-saving cargo. This situation highlights the need to collect analysing and sharing Logistics related information at regional level given all the connected implications of the ongoing operations.

Objective:

Based on the current and foreseen logistics gaps of capacity and access constraint, the Logistics Cluster aims to facilitate access for the humanitarian community to up-to-date and comprehensive information from the region. The IMO will focus on collecting, reviewing, analysing, disseminating data and information and managing relevant information platforms and tools, to support the humanitarian logistics community across the region.

Key Responsibilities (not all-inclusive, nor exhaustive):

1.Act as the focal point for collecting, verifying, analysing, and disseminating logistics-related information.

2.Draft and maintain key Logistics Cluster information products and communicate commodity tracking and reporting procedures to stakeholders.

3.Ensure quality control and standardisation of operations and information management products.

4.Maintain and manage internal file storage systems and documentation formats per Global Logistics Cluster (GLC) guidelines.

5.Develop and produce information products such as Concept of Operations (ConOps), SOPs, and logistics-related procedures, situation updates, bulletins, snapshots, briefings, Infographics, meeting minutes, concept notes, operational overviews

6.Gather logistics data in crisis areas, including procedures and bottlenecks from Logistics Cluster members and national authorities; support emergency response by preparing lessons learned reports as needed.

7.Coordinate with the Cluster Lead Agency at national, regional, and global levels to produce daily situation reports, weekly bulletins, and proposals, representing challenges and concerns related to logistics operations as appropriate. Provide input on Logistics Cluster activities to the WFP Report Officer and maintain regular communication with reporting officers in other agencies and NGOs.

8.Prepare inputs for: Donor reports and funding proposals (CERF, ECHO, DFID, etc.) and Humanitarian Needs Assessments and Overviews, Humanitarian Response Plans and other inter-agency documents.

9.Draft regular updates for donors, Humanitarian Country Teams, and other stakeholders.

10.Ensure proper archiving and availability of data for the appropriate audience. Maintain and moderate Logistics Cluster mailing lists and support lessons learned exercises, collect partner input, and draft final reports.

11.Manage and update content for the Logistics Working Group (LWG) webpage, and Log.IE interactive maps.

12.Promote and ensure use of platforms like Log.IE among national and regional stakeholders.

13.Conduct and support: Warehouse/storage capacity mapping and related assessments, Customs procedures and logistics bottleneck analysis (in coordination with IMPACCT), Supplier mapping and outreach and Waste Recycling and Economic Cooperation (WREC) mapping

14.Liaise with: The Cluster Lead Agency (e.g., WFP) for reporting (sit-reps, proposals, etc.), Other UN agencies, NGOs, national authorities, and relevant working groups. Engage with the Access Working Group to enhance and share logistics access-related data. Attend coordination meetings; represent cluster challenges and support advocacy efforts.

15.Perform other assigned duties.

DELIVERABLES/OUTPUTS:

By the end of the contract, the Information Management Officer (IMO) will have completed all tasks related to data collection and analysis, delivered all the reports required for the standard Logistics Cluster reporting cycle and activities. In addition, the IMO will contribute to the preparation of the coordination meetings, ensuring timely preparation of the content of the meeting, and the meeting minutes that will follow. Finally, the IMO will update all tools available for monitoring access constraints, in close collaboration with relevant stakeholders.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced university degree in information management, data analysis, logistics, journalism, international relations, communications or related field; or the equivalent combination of education and experience.

 

Experience: Minimum three years of professional experience (after completion of Advanced University Degree) or additional years of experience after completion of first university degree, in an international context including: responsibility in information management, communications and/or reporting roles, experience in humanitarian logistics and experience with reporting/tracking systems. Previous experience in emergencies is required.

 

Language: Fluency in both oral and written communication in English. Knowledge of French and/or Arabic is desirable.

Required Skills and Knowledge for entry into the role:

  • Proactivity and ability to work independently in a fast-paced work environment; service mindset; strong ability to develop a network, communicate and gather information from relevant stakeholders; high attention to detail and proofreading; good research and analytical skills; ability to meet deadlines and work under pressure; excellent written and verbal communications skills; willingness to work field locations.
  • Proficient in MS Office package, particularly in Microsoft Excel and PowerPoint.
  • Demonstrated ability in data management and knowledge of database tools.

Desired Skills and Knowledge for entry into the role:

  • Experience with HTML is an added advantage.
  • Demonstrated ability in structuring and visualizing data through platforms like Power BI or Tableau is a distinct advantage
  • A genuine interest in the humanitarian sector and in WFP’s mission; full alignment with humanitarian principles; a service-mindset, with focus on partnerships and accountability is strongly valued.
