UNICEF is supporting health, nutrition, HIV prevention, education, access to safe drinking water, sanitation and protection for children and families caught in the conflict.

The United Nations Children’s Fund (UNICEF) has been present in Ukraine since 1997, supporting the Government in strengthening systems and services for children across health, education, child protection, water and sanitation, and social protection. Since the escalation of the war, UNICEF has been providing life-saving humanitarian and recovery support to children and families affected by the crisis, in line with its Core Commitments for Children in Humanitarian Action. This includes ensuring access to education, psychosocial support, learning recovery, water and sanitation, and child health services.
The ongoing war has had a profound impact on Ukraine’s education system, resulting in widespread learning disruptions, prolonged school closures, displacement, and unequal access to quality education. As a result, many children have experienced significant learning losses, particularly those from vulnerable groups and conflict-affected communities. Addressing these learning gaps through remedial education, catch-up programmes, and structured learning recovery initiatives is a critical priority to prevent long-term negative effects on children’s educational trajectories and life opportunities.
In response, UNICEF, in close cooperation with the Ministry of Education and Science and other partners, is supporting the design and implementation of evidence-based remedial education and learning recovery programmes. These efforts aim to restore foundational skills, support age-appropriate learning progression, and strengthen the resilience of the education system, while ensuring coherence with early childhood education, skills development, Education in Emergencies programming, and decentralisation reforms.
This UN Volunteer assignment is part of UNICEF’s education response in Ukraine, with a specific focus on remedial education and learning recovery. UNICEF is seeking a volunteer to support the design, implementation, monitoring, and continuous improvement of learning recovery interventions at national and subnational levels. The volunteer will provide technical input grounded in educational science and pedagogy, contribute to programme coordination and quality assurance, and support collaboration with education authorities, field offices, and implementing partners.
The assignment will also involve analytical work to assess programme performance and learning outcomes, support monitoring and evaluation processes, document lessons learned, and contribute to the development of scalable and sustainable approaches to remedial education. Through these contributions, the UN Volunteer will play an important role in strengthening the effectiveness, equity, and impact of UNICEF-supported learning recovery initiatives for children affected by the war.

Task description
Under the overall guidance by the Chief Education and the direct supervision by the Education Manager, the UN Volunteer will undertake the following tasks:
• Support the design, implementation, monitoring, and refinement of remedial education, catch-up, and learning recovery programmes, ensuring alignment with evidence-based pedagogical approaches and national education priorities, and coordinating, where relevant, with early childhood education, skills development, Education in Emergencies programming, decentralization initiatives, and other sectors under the Education Section.
• Provide technical input grounded in educational science and pedagogy to strengthen programme quality, learning effectiveness, and age-appropriate instructional strategies.
• Provide technical, logistical, administrative, and communication support to the UNICEF Country Office in implementing its education programmes effectively.
• Coordinate with local hromadas and education authorities to support communication, rollout, and effective implementation of UNICEF-supported learning recovery interventions at the local level.
• Liaise with UNICEF Field Offices and internal teams to ensure coherent planning, coordination, and delivery of remedial education activities across regions.
• Engage and coordinate with key stakeholders, including the Ministry of Education and Science, local governments, education institutions, civil society organizations, and implementing partners, to strengthen collaboration and programme impact.
• Conduct analytical reviews of programme performance, learning outcomes, and service delivery gaps, and develop evidence-based recommendations to improve coverage, effectiveness, and equity.
• Facilitate technical meetings, prepare presentations, draft analytical reports, and document meeting outcomes, ensuring high-quality knowledge management and decision-support materials.
• Contribute to monitoring, evaluation, and knowledge generation, including collecting and synthesizing data, documenting lessons learned, and supporting the integration of innovative and scalable approaches in learning recovery.
• Support the design, implementation, monitoring, and refinement of remedial education, catch-up, and learning recovery programmes, ensuring alignment with evidence-based pedagogical approaches and national education priorities, and coordinating, where relevant, with early childhood education, skills development, Education in Emergencies programming, decentralization initiatives, and other sectors under the Education Section.
