Overview of positionThe Field Monitoring Engineer numerators will monitor construction‑related activities and other humanitarian interventions, in line with approved monitoring plans.
Role objectivesThe Field Monitoring Engineer will:
- Verify that construction and rehabilitation works meet Ukrainian codes, relevant international standards, project standards, and donor requirements
Review project technical documentation for monitoring purposes including approved drawings, BoQs, contractor bills, and material specifications to enable verification of quality and compliance.

Conduct site visits construction related activities to assess progress and technical quality.
- Conduct basic quality checks on completed questionnaires prior to submission;
- Adhere strictly to data protection, confidentiality, and informed consent requirements;
- Comply with Staff Standards of Conduct, Prevention of Sexual Exploitation and Abuse (PSEA), and accountability principles as stipulated in the TPC Service Agreement;
- Safeguard all equipment, materials, and information entrusted by the TPC;
- Perform other related duties as required for the successful implementation of monitoring activities.
- All activities must be conducted in line with local laws, humanitarian principles, and security protocols;
- Enumerators must immediately report any protection concerns, serious incidents, or allegations encountered during fieldwork through the TPC reporting channels;
- No direct engagement with beneficiaries beyond approved monitoring activities is permitted
Field Monitoring Engineer will be reporting to direct supervisor
Key competencies-
At least Bachelor’s degree in Civil Engineering, Construction Engineering, Environmental Engineering, WASH Engineering, Architecture, or related fields.

Minimum 3–5 years of relevant experience.
Ability to use monitoring tools, Kobo/ODK, GIS, and technical measurement methods
- Prior experience with data collection, assessments, or monitoring activities with NGOs, UN agencies, or local authorities is an asset;
- Familiarity with mobile data collection tools (e.g. Kobo Toolbox) is strongly preferred;
- Ability to work independently under challenging field conditions.
This role has no team management responsibilities
