The overall objective of UNEP’s Climate Change Division is to deliver effective strategic guidance and high-impact action in support of the transition towards climate stability. Its work is guided by ambition, innovation, credible science, and alignment with global climate goals and the specific needs of Member States. The Climate Change Division works with Member States and partners to accelerate and support a just transition by addressing mitigation and adaptation gaps through enhancing implementation capacity, provision of data, information and knowledge, improving access to finance and technology, and building resilience. The position implements the "Mediterranean Investment Sustainable Energy Facility (MISEF)" and its successor project, "Accelerating Capital for Clean Energy and Sustainable Solutions (ACCESS)", as well as associated sub-projects, including the "Digital Demand Driven Networks Initiative (3DEN)". The position is located in UNEP’s Climate Change Division, Mitigation Branch, Finance Unit, Paris duty station. Under the overall supervision of the Head, UNEP/ Climate Change Division/Mitigation Branch, and the direct supervision of the Head of the Finance Unit of the Mitigation Branch, the incumbent will be responsible for the following duties:

Responsibilities

1. Implement activities and support the coordination of the Mediterranean Investment Sustainable Energy Facility (MISEF), and more specifically the activities that fall under the mandate of the MISEF Project Management Unit, as follows: : -Project management: Under the direction of the Project Steering Committee, put in place /amend procedures for MISEF/3DEN project management; ensure compliance with UN Environment project management processes; -Support the selection process of and on-going relationship with MISEF implementing partners. This includes the assessment of cooperating partners’ proposals, and overseeing due diligence process carried out by project on prospective partners; -Reporting and evaluation: prepare and/or review implementing partners’ reports and project reports for donors’ attention and to meet internal project management requirements, arrange for Steering Committee meetings, support the mid-term and final evaluations of the project. 2. Supervise the contracted activities of the implementing partner institutions for MISEF/3DEN projects by: Drafting Terms of References for local project partners and consultants; Drafting and negotiating legal agreements with project implementing partners; - Identifying the specific tasks and agreed responsibilities of partners and consultants according to their ability to contribute to the projects components, Coordinating and refining the contributions of project partners and consultants to ensure a proper implementation of project activities Finalizing the negotiations with the different local stakeholders and project’s partners (local government, national agencies, financial institutions) -Monitoring the quality, timeliness and relevance of project outputs prepared by partner agencies, the project's implementing partners and consultants. -Monitor progress toward meeting objectives and initiate project design corrections and other corrective action as needed for project implementation 3. Support the development of new project concepts and related fundraising and proposal writing activities in collaboration with potential partners that aim at: (i) upscaling MISEF/3DEN activities and/ or diversifying 3DEN interventions to new spaces, such as agriculture, industry and transport; (ii) diversifying MISEF/3DEN into new geographies (iii)expand the Mitigation branch activities, and in particular those of the Finance Unit. 4. Support resource mobilization for expanding the existing and future projects of the Finance Unit.

Education

Advanced university degree (master's degree or equivalent) in economic policy, including specialization in energy is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

Minimum five (5) years of international experience in sustainable energy finance, with a focus on developing country contexts is required. Experience in leading digitalization projects for urban energy and agriculture systems is required. Minimum five (5) years of project management experience in all of following regions; Sub-Saharan Africa (South Africa, Senegal, Ethiopia, Kenya, Tanzania, Nigeria, Lesotho, Eswatini), Middle East and North Africa (Morocco, Tunisia, Egypt, Lebanon), South Asia (India, Nepal), Latin America (Brazil, Colombia), Central Asia (Uzbekistan, Azerbaijan, Armenia) is required. (Experience in the specific countries is not mandatory) Experience in designing business models or incentive mechanisms to support clean energy investments in developing countries is required. Successful track record engaging on clean energy finance projects for Environment and Energy Security is required. Prior experience with UNEP technical partners, Basel Agency for Sustainable Energy (BASE) and Renewable Energy Policy Network for the 21st Century (REN21) is required. Experience in leading multidisciplinary teams, including intra-UN collaboration and consultant coordination, with direct involvement in Green Climate Fund (GCF) proposals and readiness activities is desirable. Strong background in stakeholder engagement, including leading workshops and building partnerships with governments, financial institutions, and international organizations is desirable. Experience in project oversight, including budget management, donor reporting, and partnership development and coordination is desirable. Appointment against this post is for an initial period of one (1) year and may be subject to extension. External candidate selected for this position will be granted a fixed-term appointment limited ("FTAlimited") in accordance with section 2.2 (b) of administrative instruction ST/AI/2013/1 on Administration of fixed-term appointments.
