THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all our functions.

THE CONFERENCE, SECURITY AND INFRASTRUCTURE SERVICE (EXD/CSI)

Within the OECD’s Executive Directorate, the Conference, Security and Infrastructure Service (EXD/CSI) responsible for facilitating conferences that bring together delegates from our 38 Member countries, key partners and other stakeholders. In addition, EXD/CSI is responsible for language services (interpretation and translation), safety and fire security of OECD staff, delegates and visitors, and the management and operation of OECD buildings in Paris and OECD Centres abroad. Within EXD/CSI, the Security Service (EXD/CSI/SEC) is responsible for the operational protection of people, property and OECD information on a 24/7 basis.

THE POSITION

The Security Service is recruiting specialists in IT security infrastructure, primarily for access control systems (badge readers), CCTV, intruder detection, security gates and systems, and cabling infrastructure. The specialists, who will report to the Deputy Head of the Security Service, will assist with the day-to-day operations of the service and contribute to the design, configuration, development and maintenance of security systems. They will also help resolve incidents and ensure the ongoing improvement of the technical infrastructure. In addition, they will also be involved in managing technical projects assigned by the Head or Deputy Head of the Security Service and will oversee outsourced services.

Job Description

Main Responsibilities

Network Infrastructure Management:

Designing the architecture of the various components of the security system:

• Low Voltage and Security Low Voltage cabling infrastructure in the equipment rooms

• Level 2 and 3 network architectures

• Server system architectures

• Architectures for all security application systems

Overseeing and ensuring the continuity of security IT systems:

•  Servers, operating stations, network equipment, switches and routers, video surveillance and access control application systems, operating systems and databases.

Management of security equipment:

• Supervising and administrating video surveillance and access control application systems and associated databases

•   Ensuring the continued operation of all security equipment and solutions installed on the Organisation's premises:

  • Single-entry gates and systems
  • Security gates
  • Radars and anti-intruder lasers
  • Pedestrian and vehicle badge readers
  • Biometric readers
  • Video surveillance, including intelligent video

•  Preparing and optimising the associated wiring diagrams

Supervision of technical projects:

• Drawing up technical and functional specifications

•  Analysing companies' proposals and take part in the procurement procedure

• Coordinating the implementation of work and end-of-project deliveries

• Overseeing the monitoring of maintenance services

Qualifications

Ideal Candidate Profile

Academic Background

  • A secondary or post-secondary qualification would be an advantage
  • Qualifications or training in the relevant fields would be an advantage

Professional Background

  • A minimum of seven years' proven technical experience in the areas referred to above, and a proven ability to manage technical, IT and programming projects
  • Management experience, including with subcontractors from outside companies
  • Specific experience in managing intruder detection/prevention projects would be an advantage

Tools

  • Excellent knowledge of TIL Technologies access control systems, GENETEC video surveillance systems, and SQL databases
  • Very good knowledge of the hardware and configuration of CISCO network equipment, the HP server range, Windows Server 2012/2016 systems, and SONY and AXIS video surveillance equipment
  • Knowledge of STiD and MIFARE DESFire EV2 technologies and later versions.
  • Very good knowledge of OTNET programming solutions, Microsoft.NET programming and AutoCAD
  • Knowledge of the best practices published by the French National Cybersecurity Agency (ANSSI) for security and video surveillance systems and networks
  • Excellent knowledge of the Microsoft Office suite

Languages

  • As a major player in security in a French-speaking environment (host country police services, security companies), an operational command of the French language is an essential requirement, even though French and English are the two official languages of the OECD. However, knowledge of English will be assessed, with the successful candidate undertaking to acquire a good working knowledge of English.

Contract Duration

  • This vacancy will be used to fill multiple positions. The appointment type will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.
