Background:
The OSCE Programme Office in Bishkek (POiB) continues to be a committed partner to the Kyrgyz Republic in fulfilling its human dimension commitments. In particular, it supports the consolidation of democratic institutions by fostering public dialogue, enhancing civic engagement, facilitating civic education, and contributing to the development of an inclusive parliament and election processes.
The POiB is establishing a roster of qualified candidates to support the implementation of the Human Dimension Programme’s “Enhancing Civic Engagement for Consolidated Democratic Institutions” project`s Activity 3.1 “Facilitating a disability audit of the Parliament” by providing expertise in the Kyrgyz-Russian sign language interpretation services for people with hearing loss.
Objective of Assignment:
To provide sign language interpretation services from/to KYR-RUS for people with any degree of hearing loss at different events supported by the OSCE Programme Office in Bishkek.
Tasks and Responsibilities:
Under the overall supervision of the National Democratic Institutions Officer, the successful candidate will be tasked with the following duties:
Provide high-level consecutive and simultaneous sign language interpretation services at meetings, seminars, negotiations, and other events, including one-to-one and group situations, maintaining message content, context, and style as much as possible to ensure inclusion of persons with disabilities;
Advise staff on accessibility needs, including seating arrangements, interpreter placement, and screen visibility;
Preparation of interim and final reports in OSCE reporting template.
Deliverables:
High-quality sign language interpretation services from/to KYR-RUS during the events is provided accurately and efficiently;
Staff were advised on accessibility needs, including appropriate seating arrangements, interpreter placement, and optimal screen visibility;
Interim and final reports submitted using the OSCE reporting template with all required attachments (if applicable).

Necessary Qualifications:
University degree supplemented by specific studies in sign languages with specialization in interpretation techniques;
Minimum 3 (three) years of experience in Kyrgyz, Russian sign-language translation;
Fluency in Kyrgyz and Russian languages; ; knowledge of English is an asset;
Experience of sign interpretation in the field of democratization and human rights is be an asset;
Experience working with international organizations is an asset;
Computer literate with practical experience using Microsoft applications
Strong analytical, communication, and reporting skills;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
