Roles and Responsibilities

1. Emergency WASH Program Implementation

  • Participate in rapid assessments with EH/WASH teams and Gaza WASH Cluster partners to identify emergency needs in affected communities.

  • Ensure timely, high‑quality implementation of IRC WASH interventions across Gaza governorates, in accordance with approved budgets and workplans.

  • Act as the technical lead for IRC‑implemented emergency WASH responses, including developing budgets, scopes of work, BoQs, workplans, procurement plans, MEAL plans, and periodic progress reports.

  • Prepare detailed implementation plans and monitor progress to ensure activities are delivered on time and to standard.

  • Regularly monitor and report on emergency trends and alerts across Gaza and contribute to IRC emergency WASH preparedness planning.

  • Perform any other tasks as assigned by the Emergency EH/WASH Manager.

2. Hygiene Promotion, IPC, and Community Engagement

  • Ensure hygiene promotion activities are implemented using effective, context‑appropriate approaches that promote community participation and sustainable behavior change.

  • Design hygiene promotion content and methodologies in line with project proposals and Hygiene Technical Working Group guidelines.

  • Prepare hygiene promotion training modules and conduct trainings for: Water user committees Community committees Hygiene volunteers Water monitors IPC committees

  • Support identification and training of hygienists and IPC committees.

  • Implement and oversee infection prevention and control (IPC) protocols jointly with the health team, including medical waste management at mobile clinics and outreach sites.

  • Ensure protection principles are mainstreamed across all EH/WASH activities.

3. Water Supply, Sanitation, and Infrastructure

  • Supervise water provision through water trucking from safe sources to designated communal water stations, ensuring full documentation for reporting and procurement.

  • Ensure hygiene and sanitation facilities are safe, functional, and accessible; lead minor repairs and upgrades as required.

  • Coordinate with partners to identify family and communal sanitation facilities for repair or rehabilitation.

  • Undertake regular supportive field visits to monitor WASH and IPC activities across Gaza.

4. Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Participate in WASH Knowledge, Attitude, and Practice (KAP) surveys and project evaluations, including data collection, data entry, analysis, and reporting.

  • Review and compile weekly reports from implementing partners and volunteers.

  • Ensure accountability to donors and affected populations, including maintaining effective community feedback and complaint mechanisms.

  • Document EH/WASH activities, best practices, challenges, and lessons learned.

  • Participate in post‑response reviews and evaluations with the MEAL team, including analysis of client feedback.

5. Coordination and Representation

  • Represent IRC in area‑based WASH coordination (ABC) meetings across Gaza governorates.

  • Collaborate closely with WASH partners and participate actively in Gaza WASH Cluster coordination and Hygiene Technical Working Group meetings.

  • Support coordination with Supply Chain to ensure timely procurement, pre‑positioning, and distribution of emergency WASH supplies.

  • Participate in due diligence processes to assess the capacity of WASH service providers.

6. Training and Capacity Building

  • Develop, review, and deliver capacity‑building initiatives for: EH/WASH Assistants WASH committees Hygiene volunteers

  • Through community leadership structures, identify and train WASH committees, hygiene volunteers, and water point supervisors.

7. Staff Performance Management, Learning, and Well‑Being

  • Recruit, supervise, and build the capacity of EH/WASH Assistants (water, sanitation, and hygiene promotion).

  • Provide coaching, mentoring, and supervision to direct‑report staff, including: Setting clear performance objectives Providing regular constructive feedback Conducting documented semi‑annual performance reviews

  • Foster a positive and professional team environment that encourages collaboration and accountability.

  • Promote staff care, well‑being, and healthy work‑life balance practices.
