4. EXPECTED RESULTS AND DELIVERABLES The consultancy consists of the following outputs (non-exhaustive): Outcome: Strengthened Technical Quality of IDSF products Output includes: Inception note and peer-review framework (quality checklist, review matrix template, and re-view calendar). • Peer-review packages for assigned IDSF products: 1. Technical inputs document for the informal settlements mapping in Colombia. 2. Technical comments document for the methodology of the Habitat Management Plan in Colombia. 3. Technical inputs to support the consolidation of a rental programme for people in dis-placement situations. 4. Urban models for urban impact actions with a durable solutions approach for Quibdo, Buenaventura, and Tumaco. • Peer review package – public space and early childhood interventions: 1. Urban models for two public spaces and early childhood interventions. 2. Urban model for a public space proposal with a waste management approach. • Peer review of one product resulting from technical support to policies for women expe-riencing homelessness. • Participation in five workshops to share guidelines and guidance on housing and urban development. • Assessment of the proposed success case under the Habitat Knowledge Network and inputs to establish urban development. • Final consolidated quality assurance notes summarizing key improvements, remaining gaps/risks, and recommendations for publication and implementation. 5. REPORT AND COORDINATION The consultant will report directly to the designated supervisor/project manager and will work in close coordination with the UN-Habitat Andean Countries Hub team and relevant project partners

Duties and Responsibilities

1. BACKGROUND The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN Gen-eral Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN sys-tem. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty. Within the framework of the Integrated Durable Solutions Framework (IDSF) project in Colom-bia, UN-Habitat is supporting national and local counterparts to advance housing and habitat solutions and comprehensive neighbourhood interventions aligned with a territorial approach to durable solutions. The purpose of this consultancy is to provide senior-level technical peer review and quality assurance for key technical products related to housing, neighbourhood improvement, and urbanism, ensuring technical soundness, coherence, clarity, and imple-mentability. 2. PURPOSE OF THE CONSULTANCY The consultancy aims to provide senior technical peer review, quality assurance, and validation support for technical products developed under the IDSF project, particularly those related to housing, neighbourhood improvement, urban models, and public space interventions, ensuring alignment with rights-based, inclusive, and implementable urban development approaches. 3. SCOPE OF WORK AND RESPONSIBILITIES The consultancy will work under the supervision of the project manager/technical lead and in coordination with the Andean countries hub team. The scope of work includes the following responsibilities. a) Information and validation: • The consultant will keep the Project Manager/Technical Lead informed of progress and will seek timely validation of work products and key recommendations. b) Peer review and quality assurance: • Conduct senior technical peer review of IDSF technical products related to housing, neighbourhood improvement, and urbanism. • Provide structured written feedback using Track Changes or a peer-review matrix (is-sues, recommendations, priority level, proposed corrective action, and responsible party). • Assess technical soundness, feasibility, and policy/planning coherence, including align-ment with rights-based and inclusion principles and municipal implementation realities. • Technical support to drafting teams and validation processes • Participate in technical meetings and validation sessions with UN-Habitat and partners to clarify comments and agree on revisions. • Support consolidation of comments and preparation of “ready-to-publish” versions of reviewed products. c) Knowledge management: • Ensure that review matrices, annotated drafts, and final clearance notes are proper-ly filed and shared through the office’s online repository following agreed nam-ing/versioning protocols. d) Others: • Other activities requested and by mutual agreement with the Supervisor, within the framework of this consultancy and without prejudice to the achievement of its re-sponsibilities. • The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the coordinator and team of the Andean Countries HUB of UN-Habitat, and with the staff of the projects. • The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in Urban Planning, Archi-tecture, Housing/Urban Development, Public Policy, or related field is required. A first-level university degree in combination with at least five (5) additional years of qualify-ing experience may be accepted in lieu of the advanced university degree. A Minimum ten (10 ) years of progressively responsible experience in housing policy, neigh-bourhood improvement/slum upgrading, urban planning instruments, and/or preparation of urban investment projects/technical studies is required. Experience providing peer re-view/quality assurance for technical products is required. Experience in displacement, vulnera-bility, or durable solutions contexts is desirable. Excellent technical writing and editing skills; ability to provide structured feedback (Track Changes and review matrices) and to work to tight deadlines in coordination with multiple stakeholders.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, English and Spanish is required. Knowledge of another UN Official Language is desirable.
