Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan, and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. UN-Habitat, the São Paulo Council of Architecture and Urbanism (Conselho de Arquitetura e Urbanismo de São Paulo - CAU/SP) and the Brazilian Cooperation Agency (Agência Brasileira de Cooperação - ABC) are implementing the project “Building capacity and connections in Technical Assistance for Social Housing (ATHIS - Assistência Técnica de Habitação de Interesse Social)” with the objective of equipping professionals with the necessary skills to reduce the gap between policy and practice of ATHIS, ensuring that municipalities and institutions have the technical knowledge to implement sustainable and equitable housing solutions. To properly implement the above-mentioned project, a Consultant for Capacity Building Strategies is required. Report to UN-Habitat Manager The consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Develop the initial premises and identify priority thematic areas for the ATHIS training plan and materials, drawing on the project’s capacity needs assessment and ATHIS diagnostic for the State of São Paulo. b) Use the evidence generated from the research and data collection activities to inform the design, implementation, and prioritization of ATHIS capacity-building activities and interventions in the State of São Paulo. c) Design and develop the ATHIS training course across three distinct tracks — Government, CSOs/NGOs/CBOs, architecture and urban planning professionals —, preparing and tailoring a complete, track-specific curriculum for each audience and including clear learning objectives, defined competencies, appropriate methodologies, practical application components, and coherent progression across modules. d) Coordinate and closely monitor the implementation of the ATHIS training in collaboration with designated consultants (training facilitators) and propose improvements or adjustments as necessary. e) Review and oversee deliverables and reports produced by the training facilitators, including the development of templates and minimum standards. f) Compile learning assessment results across each target audiences (municipal governments, CSOs/NGOs/CBOs and architecture professionals) and develop the final report on the capacity-building programme, including lessons learned, good practices, and recommendations for future action. g) Engage and coordinate with international and local experts to participate in the course as panelists, lecturers or special guests, as well as to validate the accuracy and relevance of the course content. h) Develop assessment tools and evaluation methods to measure learner progress and course effectiveness. i) Prepare and deliver reports on course development, launch, and outcomes to project management. j) Ensure compliance with copyright, data protection, and accessibility standards. k) Provide technical support and follow the development of a methodology handbook detailing step-by-step guidance on how to apply the Monitoring and Evaluation tool, using accessible language and practical examples. l) Provide support to the implementation of collaborative activities and training with CAU/SP professionals on the use of the Monitoring and Evaluation tools and methodologies. m) Design and apply mechanisms to assess participants’ learning outcomes, for both ATHIS and Monitoring and Evaluation trainings, and compile and analyze results to inform continuous improvements and lessons learned. n) Participate in all field missions as required for the implementation of activities. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall be paid a monthly allowance, upon presentation and approval by the Head of Brazil Office of monthly activities’ report.
Qualifications/special skills
Education Required: • Postgraduate degree (Lato Sensu or Stricto Sensu) in Architecture and Urbanism, Geography, Economy, Public Policy, Public Administration, Sociology, Law, Social Work, Social Sciences, or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement. Work experience • A minimum of seven (7) years of experience in urban development, housing programmes, and/or public policy is required. • Experience in teaching, pedagogical project design and training material development, preferably in housing and urban development topics, is required. • Experience in leading teams/staff is desirable. • Experience with social housing is desirable. • Experience with South-South Cooperation is desirable. • Previous experience working in the United Nations is desirable. Skills • Good computer skills in Windows and Office packages and Web search engines are required. • Good handling of technological tools and use of software and online platforms is desirable. • Good handling of online events and conference tools is desirable. • Good knowledge of project management methodologies is desirable. Competencies • Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development. • Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. • Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. • Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments. Knowledge Management • The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. • The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. • The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. • The person will prepare databases related to the project running. • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. • The person will only share the information produced with the team agency, assuring the privacy of the content.
Languages
• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese is required. Working knowledge of English is desirable.
Additional Information
Travel details: Applicable. The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration LICA 4 UNOPS Salary Scale.
