Project Context and Scope

IOM Türkiye implements EU-funded project titled “Promoting Sustainable and Socially Inclusive Labour Market Integration”, launched in April 2024. The project aims to increase formal employment opportunities for Syrians under Temporary Protection (SuTPs), Persons under International Protection (PuIPs), and host community members, while strengthening social cohesion and harmonization processes in Türkiye.
 

Organizational Department / Unit to which the Consultant is contributing

The consultant(s) will contribute to the Labour Mobility and Social Cohesion (LMI) Team under IOM Türkiye, within the EU-funded project “Promoting Sustainable and Socially Inclusive Labour Market Integration”.

Responsibilities

Tasks to be performed under this contract

The consultant(s) will be responsible for the following tasks:

Desk Review

•    Familiarize themselves with project objectives, scope, requirements, and implementation modalities.
•    Conduct a comprehensive desk review of existing training materials, guidelines, tools and resources related to Labour Market Integration (LMI).
•    Review relevant national legislation, policy documents, strategic plans, and international frameworks (including CD4MM, SDGs and the Global Compact for Migration) to ensure alignment of the training content.
•    Identify gaps, overlaps, and good practices in existing training resources to inform the design of the training curriculum.
•    Performing other duties as required.


Training Design and Curriculum Development

•    Review the approved concept note, training needs assessment results, and relevant national and international policy documents.
•    Design and refine training content in line with the Capacity Development for Migration Management (CD4MM) methodology and adult learning principles.
•    Develop and/or adapt and deliver training modules in selected thematic areas from the list below, aligned with the consultant’s expertise and experience.
•    Performing other duties as required.

Labour Market Integration:
o    Regular migration pathways to labour market access for migrants and beneficiaries of international and temporary protection
o    Institutional roles and coordination mechanisms supporting access to formal employment
o    Barriers to labour market integration and policy-based solutions at national and provincial levels (addressing informal employment, implementation gaps, and local-level challenges)


Labour Migration, Strategic and Urban Planning:
o    Labour migration governance and strategic planning at national and provincial levels
o    Integration of migration into development and employment planning
o    Urban and migration planning with a focus on spatial density, service accessibility, and the implications at local level


Social Cohesion:
o    Social cohesion policies and approaches in the context of migration governance
(i.e. Education; Labour Market and Access to Services, Xenophobia and Hate Speech) 
o    International good practices in social cohesion and integration, including examples from Canada, Germany, and European Union member states, and their applicability to Türkiye context


Global Migration Trends and Strategic Implications for Türkiye:
o    Emerging global and regional migration trends
o    Strategic policy implications for Türkiye’s migration and labour market governance


Intercultural Communication and Service Delivery to Vulnerable Groups:
o    Effective intercultural communication in public service delivery
o    Inclusive and accessible service provision for vulnerable and at-risk groups


Voluntary Return and Reintegration:
o    Linkages between reintegration, livelihoods, and sustainable labour market outcomes

•    Prepare training materials, including:
o    Presentation slides (PowerPoint)
o    Case studies and group work exercises
o    Pre- and post-tests
o    Training evaluation forms

Training Delivery

•    Deliver two-day in-person training for approximately 50 PMM personnel per session, with participation of IOM staff.
•    Conduct training in provinces outside Ankara, as determined in coordination with PMM and IOM.
•    Apply participatory and interactive methodologies, including group work, scenario analysis, and case discussions.

Coordination and Reporting

•    Coordinate closely with PMM and IOM Project Team throughout the assignment.
•    Contribute to continuous improvement of training content based on participant feedback.
•    Prepare short post-training summaries and provide input to overall activity reporting.
 

Performance indicators for the evaluation of results

Indicative location of the activity: Outside Ankara
Number of training courses: Four (4)
Duration: Two (2) days per training course
Estimated number of participants: 50 PMM central and provincial staff per training
Expected output: Four (4) training reports

Payments will be made upon satisfactory completion and written approval of deliverables by IOM Türkiye, in accordance with IOM consultancy rules and procedures.

•    Number of training courses delivered in line with approved agenda
•    Number of PMM personnel trained (disaggregated by age and gender)
•    Improvement in pre- and post-test results
•    Participant satisfaction and qualitative feedback

Expected Outputs:

•    Enhanced knowledge of PMM personnel on migration, labour migration, and social cohesion policies.
•    Strengthened capacity for provincial-level strategic planning and implementation.
•    Increased awareness of international good practices applicable to Türkiye context.
•    Improved intercultural communication skills and service delivery approaches for vulnerable groups.


Payment will be made upon the successful completion: 
1) The preparation of the training materials 
2) Conducting the training 
3) Preparation of evaluation of the tests 
4) Activity report. 


The reporting and deliverables language shall be in Turkish. All information shall be provided in electronic versions in Word and PDF format. The consultant shall be solely liable for the accuracy and reliability of the data provided and links to sources of information used. If translations to other languages are required, IOM will translate the outputs into relevant languages.

Travel required: 

The activity involves travel when necessary. The consultant must have no travel restrictions within Türkiye and be able to ensure flexibility in their schedule accordingly. The travel costs, accommodation costs (bed and breakfast) and living costs (terminal expenses, intra- city travel costs, lunch, dinner, etc.) of the missions to other provinces of Türkiye will be arranged and borne by IOM. IOM will arrange economy class round-trip flight tickets through its contracted Travel Agency.

As per UNDSS rules, the consultant is responsible for completing necessary online security training and submitting certificates and travel clearance prior to assignment-related travels.
 

Qualifications

Required Qualifications and Experience

Education

•    Advanced university degree (master’s or higher) in migration studies, social sciences, public administration, international relations, law, or a related field.

Experience

•    Minimum 5 years of professional experience in migration management, social cohesion, labour migration, or migration-related capacity development activities.
•    Proven experience in delivering training to government officials.
•    Strong knowledge of national migration policies, SDGs and Global Compact for Migration.
•    To have specialized expertise in one or more of the training topics mentioned above.
•    Demonstrated experience in participatory adult learning methodologies.

Skills

•    Strong facilitation and moderation skills
•    Proficiency in MS Office and reporting tools
•    Ability to analyze participation data
•    Ability to create training content and materials

Languages

For this consultancy, fluency in Turkish and working knowledge of English is required.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
