The Inter-American Commission on Human Rights (IACHR), a principal organ of the Organization of American States (OAS), is accepting applications for the position of Special Rapporteur for Freedom of Expression of the IACHR. The Special Rapporteur for Freedom of Expression reports to IACHR, works in coordination with the Executive Secretariat of the IACHR, and is based at the OAS headquarters in Washington, D.C.

DUTIES AND RESPONSIBILITIES:
The Special Rapporteur will be responsible for supporting the IACHR in the fulfillment of its mandate to promote and protect freedom of expression in the Americas. In particular, the Special Rapporteur will perform the following functions:
- Prepare reports on freedom of expression for consideration by the IACHR and for publication, including thematic reports on issues related to the right to freedom of expression and an annual report on the situation of freedom of expression in the Americas.
- Process individual cases on freedom of expression for decision by the IACHR, as well as represent, by delegation, the Commission in litigation before the Inter-American Court of Human Rights in cases related to freedom of expression.
- Assist the IACHR in promoting international instruments related to freedom of expression, including organizing and participating in promotional activities aimed at authorities, professionals, journalists, and students in the work of the IACHR in this area.
- Make recommendations to the IACHR on urgent situations that may require the adoption of precautionary measures or the request for provisional measures before the Inter-American Court of Human Rights.
- Monitor the situation of freedom of expression in the region and provide advice and assistance to the member states of the Organization of American States (OAS) in adopting legislative, judicial, administrative, or other measures necessary to give effect to the right to freedom of thought and expression.
- Advise and assist other OAS bodies on matters related to freedom of expression in the Americas.
- Take the necessary steps to raise and manage cooperation funds and to develop the projects required to fulfill the assigned mandate.
- Fulfill other mandates related to the promotion and protection of freedom of expression delegated to it by the IACHR in accordance with its mandate.
- Exercise institutional coordination by working closely with the Executive Secretariat on human resources management and the identification of strategic funding opportunities.
- Interact with internal and external stakeholders in a diplomatic manner within multicultural environments, promoting dialogue and strategic partnerships.
MINIMUM REQUIREMENTS:
Citizenship: Nationality of an OAS Member State.
Education and Experience:
Essential: First university degree (Bachelor's) in law, journalism, or a related field and at least 15 years of relevant professional experience at the national and international level, within the Inter-American human rights system, including, among other things, interaction with senior government officials, intergovernmental or non-governmental organizations OR Master's degree in one of the fields mentioned above and at least 10 years of relevant experience.
Desirable: Advanced degree or specialized studies in the area of international law or human rights.
Other Requirements:
- High moral character and independence.
- Proven professional experience and knowledge in handling the legal procedures and precedents of the IACHR and the jurisprudence of the Inter-American Court of Human Rights.
- Proven competence and professional experience in matters related to freedom of expression and human rights in the Americas.
- Proven ability to manage staff. Experience in fundraising and project supervision.
- Excellent written and oral communication skills. Ability to make public presentations to senior government officials, experts, representatives of non-governmental human rights organizations, and the public.
Languages:
Essential: Excellent command of at least two of the official languages: English, French, Portuguese, and Spanish (reading, writing, and speaking).
Desirable: Working knowledge of the other two official languages.
PERSONAL COMPETENCIES:
Customer service attitude, willingness to share knowledge and work in a team, interpersonal skills, ability to manage and advise staff, strategic planning, promotion of innovation, good judgment in decision-making. Excellent analytical and interpretive skills.

Selection procedure:
The process by which the Special Rapporteur will be selected will follow the procedures established in the applicable regulations, in particular Article 15 of the IACHR :: Rules of Procedure of the Inter-American Commission on Human Rights and Resolution 04-06.pdf.
The deadline for submitting resumes is June 15, 2026, at 11:59 p.m. (EST).
The names and backgrounds of the candidates selected as finalists for the position will be published on the IACHR website from July 27 to August 27, 2026, for the information and comments of Member States and civil society.
Finalists will be asked to submit a short video, no longer than two minutes, to be published on the IACHR website explaining their proposals to be elected as Special Rapporteur.
The IACHR expects to complete the selection process between September 30, 2026, in accordance with the terms set forth in its Statute and other applicable regulations.
The new Special Rapporteur will begin their duties on November 1, 2026.
The person selected to fill the vacancy of Special Rapporteur for Freedom of Expression will hold a P-5 position (Series B - Fixed-term contract for one year. The contract is renewable for two years depending on the availability of funds). The duties will be performed in Washington, D.C., USA, and will require extensive travel.

DEBERES Y RESPONSABILIDADES:
La persona Relatora Especial será el responsable de apoyar a la CIDH en el cumplimiento de su mandato de promoción y protección de la libertad de expresión en las Américas. En particular, desarrollará las siguientes funciones:
- Preparar informes sobre libertad de expresión para la consideración de la CIDH y para su publicación, incluyendo informes temáticos sobre asuntos relacionados con el derecho a la libertad de expresión y un informe anual sobre la situación de la libertad de expresión en las Américas.
- Procesar casos individuales sobre libertad de expresión para la decisión de la CIDH, así como representar, por delegación, a la Comisión en el litigio ante la Corte Interamericana de Derechos Humanos, en casos relacionados con la libertad de expresión.
- Asistir a la CIDH en la promoción de instrumentos internacionales relacionados con la libertad de expresión, incluyendo la organización de y participación en actividades de promoción dirigidas a autoridades, profesionales, periodistas y estudiantes sobre el trabajo de la CIDH en este ámbito.
- Hacer recomendaciones a la CIDH sobre situaciones urgentes que podrían requerir la adopción de medidas cautelares o la solicitud de adopción de medidas provisionales ante la Corte Interamericana de Derechos Humanos.
- Monitorear la situación de la libertad de expresión en la región y bridar asesoría y asistencia a los Estados Miembros de la Organización de los Estados Americanos (OEA) en la adopción de medidas legislativas, judiciales, administrativas o de otra índole que sean necesarias para hacer efectivo el ejercicio del derecho a la libertad de pensamiento y de expresión.
- Asesorar y asistir a otros órganos de la OEA en asuntos relacionados con la libertad de expresión en las Américas.
- Desarrollar las gestiones necesarias para la recaudación y gestión de fondos de cooperación y para el desarrollo de los proyectos requeridos para cumplir con el mandato asignado.
- Cumplir otros mandatos relativos a la promoción y protección de la libertad de expresión que le sean delegados por la CIDH de conformidad con su mandato.
- Ejercer coordinación institucional, trabajando estrechamente con la Secretaría Ejecutiva en la gestión de recursos humanos y en la identificación de oportunidades estratégicas de financiamiento.
- Interactuar con actores internos y externos de manera diplomática en entornos multiculturales, promoviendo el diálogo y las alianzas estratégicas.
REQUISITOS MINIMOS:
Ciudadanía: Aspirantes deben ser nacionales de un Estado Miembro de la OEA
Educación y Experiencia:
Esencial: Primer título universitario (Licenciatura) en derecho, periodismo o un campo relacionado y al menos 15 años de experiencia profesional relevante a nivel nacional e internacional en el sistema interamericano de derechos humanos incluyendo, entre otras cosas, la interacción con altos funcionarios gubernamentales, organizaciones intergubernamentales o no gubernamentales O Maestría) en uno de los campos mencionados anteriormente y al menos 10 años de experiencia relevante.
Deseable: Grado avanzado o estudios especializados en el área de Derecho Internacional o Derechos Humanos.
Otros Requerimientos:
- Alta calidad moral e independencia.
- Experiencia profesional demostrada y conocimientos en el manejo de los procedimientos y precedentes jurídicos de la CIDH y la jurisprudencia de la Corte
- Competencia demostrada y experiencia profesional en cuestiones relacionadas con la libertad de expresión y los derechos humanos en las Américas.
- Capacidad demostrada para gestionar personal. Experiencia en recaudación de fondos y supervisión de proyectos.
- Excelentes habilidades de comunicación escrita y oral. Capacidad para hacer presentaciones públicas a altos funcionarios gubernamentales, expertos y representantes de organizaciones no gubernamentales de derechos humanos y al público en general.
Idiomas:
Esencial: Excelente dominio de al menos dos de los idiomas oficiales: Inglés, Francés, Portugués y Español (leer, escribir y hablar).
Deseable: Conocimiento práctico de los otros dos idiomas oficiales.
COMPETENCIAS PERSONALES:
Actitud de servicio al cliente, disposición para compartir conocimientos y trabajar en equipo, habilidades interpersonales, capacidad para administrar y asesorar al personal, planificación estratégica, fomento de la innovación, buen juicio en la toma de decisiones. Excelentes habilidades analíticas e interpretativas.

Procedimiento de elección:

Los nombres y antecedentes de las personas candidatas seleccionadas como finalistas para la posición serán publicados en la página de internet de la CIDH, desde el 27 de julio al 27 de agosto 2026 para la información y observaciones de los Estados Miembros y la Sociedad Civil.
Se solicitará a las personas finalistas envíen un video corto con una duración máxima de dos minutos para ser publicado en la página de la CIDH explicando sus propuestas de ser elegido/a como Relator/a Especial.
La CIDH espera completar el proceso de selección el 30 de septiembre de 2026 para proceder en los términos previstos en su Estatuto y demás normativa aplicable.
La nueva persona Relatora Especial comenzará sus labores a partir del 1 de noviembre de 2026.
La persona elegida para cubrir la vacante de Relator/a Especial para la Libertad de Expresión tendrá un cargo de categoría P-5 (Serie B - Contrato Término Fijo de un año. El contrato es renovable por dos años dependiendo de la disponibilidad de fondos). Las funciones se cumplirán en Washington, D.C., EE.UU. y requerirá de amplia disposición para viajar.
