Mission and objectives

UNFPA is the United Nations sexual and reproductive health agency. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled.

UNFPA’s goal is to achieve universal access to sexual and reproductive health, realize
reproductive rights, and reduce maternal mortality to accelerate progress on the ICPD
agenda, to improve the lives of adolescents and youth, and women, enabled by population
dynamics, human rights, and gender equality.

In 2018, UNFPA launched efforts to achieve three transformative results, ambitions that promise to change the world for every man, woman and young person:

1.) Ending unmet need for family planning
2.) Ending preventable maternal death
3.) Ending gender-based violence and harmful practises

UNFPA recognizes that innovation is a key accelerator to achieve these results. UNFPA will harness innovation to meet tomorrow’s challenges and boost its impact, especially in addressing furthest behind populations, and leverage opportunities, social capital, funding and technology by (a) strengthening the corporate innovation architecture and capabilities, (b) scaling up innovations that have proven to be effective and impactful, (c) forming new partnerships and connecting with relevant innovation ecosystems, (d) strengthening and leveraging financing for innovation, and (e) expanding communities and culture for innovation.

Context

The National UNV position is located in the Angola Country Office and reports to the Assis-tant Representative, under overall guidance from the Representative. The key purpose of this national UNV position is to provide support to the Programme coordination and external relations’ functions of the office to facilitate effective implementation of the Country Pro-gramme Document (CPD) 2024-2028. The position will support following areas: coordination, planning, and organizing, monitoring of deadlines and meetings’ action items, logistics of advocacy and programmatic events/meetings, monitoring of workplans with partners (with focus on financial implementation) and other administrative and operational areas.

The National UNV forms part of the programme team, led and coordinated by Assistant Representative, under guidance and oversight of the Representative. This position is part of the team which drives the achievement of the Country Programme Document (CPD) 2024-2028, in line with the UNFPA’s mandate and the new Strategic Plan 2026-2029.

The UNV works under the day-to-day supervision by the Assistant Representative and in a close collaboration with the Communications and Advocacy Specialist and Programme officers to ensure effective and efficient programme coordination and external relationships supports. UNV also works in close, day-to-day collaboration with the International Operations Manager (IOM) and his/her team to ensure timely support to the CO on programme and operational matters.

Task description

Under the direct supervision of the Assistant Representative, in close collaboration with the Comunications and Advocacy specialist and the Programme officers/ Operations team, the incumbent will undertake the following tasks:

1. Provide day-to-day support to the Programme coordination functions to effectively support the implementation of the Country Programme
• Support the organization of the agenda of the Assistant Representative and effectively plan, coordinate, and follow-up meetings, events, and other major activities.
• Support the Assistant Representative in organizing regular Programme team meetings and other meetings (such as annual review meeting with partners), document it by a minute and monitor the agreed actions.
• Assist the Assistant Rep with monitoring and follow-up of deadlines for donor and office reports, and other requests for technical inputs from HQs and ESARO that were addressed to the programme.
• Support the Assistant Representative or programme analysts in collating and consolidating inputs from programme areas for technical documents that involves multiple outputs (or cross-cutting), including donor reports of multisectoral projects and monthly environmental scanning.
• Supports the Assistant rep and the budget owners (programme officers) in monitoring financial implementation and monitoring of Implementing Partners (IPs) – in close coordination with the Programme and Finance Associate.
• Supports the Programme Associate in charge of travels with planning and arrangement of travels and monitoring the travel closing process- in different steps – both for programme staff and partners (including archiving and distilling learning from travel reports)
• Ensures that all necessary documents and maintains updated document archives/ files related to programmes such as workplans, IP agreements, reports, FACE forms, and monitoring visits’ reports are archived in organized manners.

2. Provide assistance to the Senior leadership with external relationships, advocacy, networking, and contacts with partners.
• Assist the Assistant Rep / senior management in accompanying them during the external meetings or events as required or appropriate, taking notes, and report back.
• Assist the Assistant representative in planning, accompanying, and following up on the key programme -related meetings both internally in the UN and externally with partners (e.g. develop minutes of the meetings and provide support in following up action items)
• Organizes correspondences received by the programme coordination (Assis-tant Rep level), prepares draft responses to the letters, and archive them in accurate manner.
• Provides assistance in logistics, administration, and organizations/ communications support to advocacy initiatives, workshops, events, and meetings organized by the office in collaboration with the Communication and Advocacy team.
• Provide assistance in updating and keeping the database of partners, donors, and others for the programme.
• Explore opportunities to use AI or technologies for improved efficiency and effectiveness of operational processes related to programme coordination in collaboration with innovation focal point.
• Any other duties related to above objectives that are requested by the supervisor.


Furthermore, UN Volunteers are required to:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
• Attend local and remote UNV-dedicated trainings, webinars and capacity building opportunities, when possible.
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service when-ever technically possible.

Results/Expected Output:

The key results have an impact on the efficiency of the Programme/Operations units to effectively achieve planned results of the CPD. Accurate analysis and presentation of information/financial data, sound knowledge and application of UNFPA’s policy and procedures in finance, administration, procurement, and logistics, and accurate documentations will facilitate the efficiency of the subsequent programmatic actions by the programme officers and supervisors. Incumbent’s own initiative is decisive in results of work and timely finalization.

A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
