What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Head of Programme for Haiti. The purpose of the role is to develop and ensure implementation of holistic high-quality programmes.

What you will do

  • Line management responsibilities for directly reporting staff. This includes the

    • Performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement. 

    • Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff

  • Member of the Country Management Group (CMG)

  • Provide programme input to Country Strategy and Plan of Action

  • Development of Core Competency strategies, including Education, Protection from Violence and Information, Counselling and Legal Assistance (ICLA), and others as relevant and that are aligned to global priorities and strategies

  • Development of holistic and needs based programmes, including cash-based interventions and market-based programmes

  • Identify funding opportunities, develop funding strategies and forecasts

  • In collaboration with the Programme Unit, lead the development of NRC’s fundraising strategy. This includes the mapping of donor policy and priorities and their alignment with NRC’s programmatic and advocacy goals.

  • Responsible for contributing to the development and implementation of country strategy.

What you will bring

  • Minimum 4 years’ experience from a senior management position in a humanitarian/recovery context

  • Experience from working in complex and volatile contexts

  • Allocation of resources and costs expertise

  • Documented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile

  • Be an active listener; open-minded; excel in analysing information and giving feedback and have a positive attitude toward people

  • Fluency in French and English, both written and verbal. Haitian creole will be considered an asset.

  • Proven experience setting up and leading a programme department in a start-up/scale-up context, with a strong focus on grants management (PCM), partnerships and portfolio oversight.

  • Strong experience establishing and embedding MEAL systems and accountability frameworks (AAP / safeguarding / PSEA) to support quality delivery and adaptive management.

  • Demonstrated ability to ensure overall programmatic coherence across core competencies and modalities, linking needs analysis, prioritisation, design, implementation and reporting.

  • Experience working in complex, volatile and high-risk contexts.

  • Experience with start-up of new operations (or similar).

  • Knowledge and skills in market assessments, analysis and cash- and market-based interventions (as relevant to the context).

What we offer

  • Duty station:  Port-au-Prince, Haiti

  • Contract: fixed national contract signed with ECSI, or international contract 12 months (renewable subject to funding and performance)

  • Travel: 30% to areas of intervention

  • Salary/benefits: grade 11 on NRC’s salary scale, with accompanying terms and conditions
