What we are looking for
The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Education Programme Development Manager for Haiti. The purpose of the role is to lead the strategic development, technical quality, and scale-up of NRC’s Education Core Competency in Haiti, including programme design, fundraising, technical oversight, and support to implementation. As an Education PDM, you will be responsible for the technical and strategic development of the Education Core Competency (CC), and you will provide strategic direction and quality assurance for NRC programming. You will provide technical oversight to programme implementation, including through local partners, and lead mentoring, training and capacity strengthening of staff and partners.
What you will do
Develop/Update the Education strategy, technical SoPs / guidelines and Macro Log-frames (MLF) inclusive of partnerships, that are aligned with regional and global strategies and priorities, in coordination with the other Core Competency (CC) Specialists/PDMs.
Compliance with and adherence to NRC policies, Global Education Strategy, as leading technical document to comply with/ align to, Education tools, handbooks and guidelines.
Responsible for programme development and roll-out of relevant tools, SOPs and guidelines, and for contributing to funding proposals, budget development, and donor reporting related to the Education Core Competency.
Define, develop and grow NRC Haiti’s Education portfolio, ensuring it is relevant, needs-based, conflict-sensitive and data-driven.
Ensure alignment with the NRC Global and LARO Regional Strategy and contribute to the Education Global/Regional tools, guidelines, policy and research studies on relevant thematic topics.
Lead education needs assessments, country-wide education mapping and analysis and response analysis, in coordination with other CCs to inform the Education strategy and targeting, and to identify synergies and support multi-sector responses.

What you will bring
Degree in International Relations, Education or Social Sciences (Master’s degree in social sciences, Humanitarian Affairs or Project Management, or related fields would be advantageous).
Minimum 4 years of experience from a senior level project implementation position in a humanitarian/recovery context.
Experience from working in complex, high risk and volatile contexts
Managerial experience with a focus on strategy and programme development desirable
Technical Education expertise, in particular education in emergencies, non-formal education, and psychosocial support
Ability to work effectively in a matrix hierarchical structure with various internal interlocutors and communication lines.
Documented results related to the position’s responsibilities.
Knowledge about own leadership skills/profile
Fluency in French and English, both written and verbal ; Haitian Creole will be considered an asset
Knowledge of the context in Haiti and especially Ouest, Artibonite and Center
Experience with start-up of new operations (or similar).
Good understanding of key technical standards (INEE, SPHERE, HAP, IASC, gender mainstreaming, IHL, humanitarian principles etc.) with the ability to integrate into response programming.
Experience in team and partners capacity development.
Experience with youth and adolescent and psychosocial support programming.
A clear interest and understanding of humanitarian issues from emergency to protracted crisis
A clear interest and understanding of Protection Mainstreaming (Safe and Inclusive Programming)
Advanced computer skills, especially in MS Word, Excel, Power Point and Outlook
What we offer
Duty station: Port-au-Prince, Haiti
Contract: fixed national contract signed with ECSI, or international contract 12 months (renewable subject to funding and performance)
Travel: 30% to areas of intervention
Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
