Organizational Setting

The FAO Country Offices provide support to governments to develop policies, programmers and projects to achieve food security and to reduce hunger and malnutrition, to help the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The Country Programming Framework (CPF) for Angola is structured around four main priority areas: (i) Food Systems, Transfomation, Food Security and Nutrition; (ii) Family Farming, Agro-industry and Value Chain Development; (iii) Natural Resources Management, Environment and Climate Change; and (iv) Resilience. These priority areas are currently operationalized through 20 ongoing projects.

FAO Angola seeks to recruit a National Project Coordinator for the “Strengthened Capacity Building for Artisanal Fishery Value Chain Actors in the blue economy sector (GCP/ANG/075/EU)” project within the Natural Resources Management, Environment and Climate Change thematic Unit.


Reporting Line

The National Project Coordinator (NPC) will work under the overall supervision of the Assistant to FAO Representative for Programme, closely with the oversight of the Natural Resources, Environment and Climate Change Thematic Unit lead for specific technical matters. He/she will also work in consultation with other relevant Technical Units, particularly with the technical guidance of the Lead Technical Officer (LTO) at FAO Subregional Office for Southern Africa (SFS).


Technical Focus

The National Project Coordinator will coordinate the implementation of the above project and will support the development and implementation of fisheries, aquaculture, and blue economy actions within the respective portfolio.


Tasks and responsibilities

• Ensure the day-to-day management, coordination, and implementation of the project “Strengthened Capacity Building for Artisanal Fishery Value Chain Actors in the Blue Economy Sector”, in alignment with FAO rules and national priorities.
• Oversee operational and technical aspects of the project, ensuring timely delivery of outputs, efficient use of resources, and effective coordination with relevant stakeholders.
• Coordinate closely with FAO fisheries and aquaculture consultants at country, subregional (SFS), and regional (RAF) levels to ensure coherence, synergies, and technical consistency across initiatives.
• Facilitate effective liaison with MINPERMAR departments and other national institutions involved in the implementation of project activities.
• Support the FAO Representation in the preparation, review, and editing of project-related documents, technical reports, and communication materials.
• Collect, compile, and share relevant data, studies, and information on the artisanal fisheries sector, the blue economy, and related value chain activities with project partners and consultants.
• Plan, organize, and coordinate the implementation of project activities in collaboration with designated technical officers from MINPERMAR, ensuring regular monitoring and technical support.
• Facilitate the organization of capacity-building activities, including training sessions, workshops, and awareness campaigns, in close collaboration with FAO technical teams and project stakeholders.
• Coordinate and follow up on the work of project consultants, service providers, and project staff, ensuring quality control and adherence to agreed timelines.
• Assist in the preparation and management of Letters of Agreement (LoAs), institutional contracts, and other partnership instruments to support project implementation and visibility.
• Support the preparation of annual work plans, budgets, and quarterly progress reports, in line with FAO’s operational and financial procedures.
• Ensure visibility and communication of project achievements, contributing to knowledge sharing and documentation of best practices.
• Perform any other related duties as assigned by the FAO Representative in Angola to ensure effective implementation and coordination of project activities.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• Advanced university degree in Fisheries, Aquaculture, Marine Resources Management, Natural Resources Management, or a related field
• At least seven (7) years of relevant professional experience in project coordination, fisheries management, or capacity development in the blue economy or related sectors
• Working knowledge (Level C) of English and Portuguese.
• Angolan nationality

Selection Criteria

• Solid background in fisheries natural resources and environment in Angola
• Proven experience in working with government institutions, development partners, fisheries communities, and/or international organizations.
• Previous working experience with UN programmes/projects (familiarity with UN procedures) will be considered an advantage
