Job Overview/Summary:
Under the direct supervision of the Field Coordinator and with technical support from the Deputy Director of Supply Chain, the Supply Chain Manager is a management-level position responsible for the strategic and operational oversight of all supply chain functions within the Field Office. The position holder is expected to lead with integrity, ensuring seamless coordination between Program, Operations, and Finance teams. The Manager is responsible for professionalizing supply chain services and ensuring full compliance with IRC Global policies and donor requirements.
Major Responsibilities
Human Resource Management & Leadership
- Directly manage and lead the Field Office Supply Chain department, including Procurement, Warehouse, Asset Management, and Fleet/Transport staff.
- Proactively identify staff capacity gaps, providing targeted training, mentoring, and technical coaching to ensure a high-performing team.
- Lead the recruitment and orientation of new Supply Chain staff, ensuring they are fully integrated into IRC’s systems (including Integra) and protocols.
- Drive performance excellence by setting clear Key Performance Objectives (KPOs), conducting regular 1-on-1 feedback sessions, and completing timely annual evaluations.
- Foster a collaborative departmental culture through scheduled meetings to discuss priorities, progress, and challenges, while ensuring a transparent grievance-handling process.
- Oversee workforce planning, including the management of annual leave schedules to ensure business continuity and coordinating with HR/Finance for timely departmental administrative needs (OT, safety equipment, etc.).
- Review and finalize quality departmental reports, ensuring data-driven insights are submitted timely to both line and technical management.
- Conduct regular technical monitoring visits to project locations and camps to audit supply chain functions, providing on-site support and tracking action points for improvement.
Procurement Management (Goods and Services)
- Lead Supply Chain engagement in Project Cycle Management (PCM) meetings (PDM, POM, PIM, PLM), ensuring procurement strategies are aligned with program implementation timelines.
- Analyze BvA (Budget vs. Actual) PBI reports for prioritized grants, identifying slow-burn rates and implementing Supply Chain corrective actions to meet donor deadlines.
- Manage the Item Forecast (IF) process, providing technical support to program leads and ensuring requirements are accurately uploaded to the Integra system and assigned to the procurement team.
- Oversee quarterly market assessments and ensure the vendor database is continuously updated in accordance with IRC procurement procedures.
- Review and authorize monthly price rosters, ensuring they are extracted from the system and shared with relevant stakeholders for budget planning.
- Ensure a transparent and responsive procurement process is maintained as the office norm, strictly adhering to IRC, donor, and government regulations regarding fraud and conflict of interest.
- Manage service and lease contractual agreements, ensuring they are signed as per the authorization level and that all legal, tax, and performance terms are fulfilled.
- Directly manage the operations budget for vehicle maintenance, office supplies, and facilities, ensuring all expenditures are planned, tracked, and utilized for their intended purposes.
Warehouse and Assets Management
- Accountable for the integrity of inventory management, ensuring all IRC standard policies and procedures are strictly maintained across all storage facilities.
- Direct the tracking and record-keeping of all assets via the Integra system, ensuring compliance with both IRC and donor-specific asset management policies.
- Lead monthly and annual warehouse inventory surveys, including spot checks, and report discrepancies or action points to the Deputy SC Director and Field Coordinator.
- Advise Program and Field leadership on inventory balances and aging stock, ensuring timely distribution or disposal actions are taken to minimize waste.
- Supervise the end-to-end warehouse workflow, including product receipting, physical quality inspections, and standardized picking/packing protocols.
- Coordinate the year-end property survey, ensuring high-quality reporting and reconciliation for the Country Office.
Fleet and Vehicle Management
- Oversee the strategic allocation of the field office fleet, ensuring all sectors have equitable and efficient vehicle access based on priority.
- Maximize vehicle utilization by reviewing weekly plans and exercising high-level prioritization across programs and operations.
- Manage the maintenance and service schedule for the entire fleet, including motorbikes, and ensure fuel utilization is tracked and recorded in line with IRC standards.
- Analyze vehicle operating costs on a monthly basis, providing efficiency recommendations to the Field Coordinator and Deputy SC Director.
- Ensure all transport and safety policies are strictly respected by drivers and passengers alike to minimize organizational risk.
Safeguarding Responsibilities: -

Requirements:
Educational Requirements:
- BA Degree in Logistics, Supply Chain Management, Accounting, Economics, Business Management, or a related field.
- Minimum of 5 years of professional experience for BA holders (or 3 years for MA holders), with at least 2 years in a supervisory or management role.
Preferred experience & skills:
- Proven leadership skills with the ability to manage multi-disciplinary teams in a dynamic, high-pressure environment.
- Strong project management knowledge, specifically the ability to plan and monitor the supply chain components of emergency health or humanitarian programs.
- Advanced analytical and problem-solving skills, with high proficiency in Microsoft Office and ERP systems (Integra/Microsoft Dynamics 365).
- Exceptional organizational skills, with a demonstrated ability to prioritize tasks and deliver high-quality work within strict deadlines.
- Expertise in managing change and fostering a positive, professional code of conduct within a team.
Language Skills:
- Excellent verbal and written communication in English, and local language
Certificates or Licenses:
- Renewed professional license.
