Organizational Setting and Reporting Relationship
The position of Senior Social Development Specialist (Disability Inclusion) is assigned to the Fragility and Engagement Division (CCFE) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our headquarters in Manila, Philippines.
You will report to Director, CCFE and supervise junior team members.
Your Role
As a Senior Social Development Specialist (Disability Inclusion), you will provide high-level support to the Director, Fragility and Engagement, on all matters related to ADB's Disability Inclusion (DI) agenda; serve as ADB's institutional focal point for DI, in support of its resilience and empowerment strategic focus area; and support CCFE on its crosscutting fragility and engagement mandate and thematic work.
You will:
· Provide institutional leadership, guidance, and support for ADB's DI agenda and approach, in close coordination with the PSA team.
· Lead and coordinate the implementation and integration of ADB's DI operational approach.
· Support project teams and manage consultants in integrating DI considerations into sovereign and non-sovereign projects to optimize DI in ADB operations, including complex projects and programs.
· Lead the development of knowledge products and services, delivery of capacity development and learning events, and conduct of monitoring, validation, and reporting on DI related operations and achievements.
· Provide technical, processing, administrative support, and mentoring to other staff as required.
· Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
· Lead engagement on DI with internal stakeholders, including the board, and with external stakeholders and partners
· Lead and coordinate other duties that may be assigned in support of CCFE's crosscutting fragility and engagement mandate.
Qualifications
You will need:
- Master's degree, or equivalent, in social sciences, or a related specialized field, or University degree in related fields and at least 5 years specialized experience relevant to the position can be considered.
- At least 10 years of work experience including international experience in several countries.
- Written and verbal proficiency in English.
- Working experience of public-private partnerships and in private sector operations would be an asset.
- Demonstrated ability to process loan and/or TA projects showing incorporation of innovation and management of operational complexity.
- Demonstrated ability to administer social sector loan projects and concurrently deliver outputs on multiple complex assignments.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
