Mission and objectives

UNDP is the United Nations largest agency with a mandate to eradicate poverty, through sustainable and inclusive human development. UNDP has been in Nigeria since the country became independent in 1960 providing capacity building and policy development support to the Federal Government of Nigeria in areas of Governance & Peace Building, Inclusive growth, and Sustainable Development.
UNDP continues to support the government in the implementation of development interventions aimed at meeting medium to long term goals enshrined in National and Subnational development plans as well as the Sustainable Development Goals. The goal of UNDP is to improve the lives of the people of Nigeria, especially the poorest and most vulnerable, and to ensure a future that offers equality, dignity, and opportunity for all. UNDP works in partnership with the federal Government of Nigeria, development partners, UN agencies, civil society and local communities to help identify local solutions to meet global and national development challenges through a range of interventions that combine UNDP’s expertise and comparative advantage in the areas of Governance & Peace Building, Inclusive growth and Sustainable Development.

Context

Communities in Northeast Nigeria continue to face persistent recovery challenges arising from prolonged conflict, climate-related shocks, and economic fragility. While stabilization interventions under the Regional Stabilization Facility (RSF) have restored basic services and community systems, these gains remain fragile.

This assignment supports the implementation of two complementary Japan-funded early recovery and resilience projects, which focus on:
• Transition from stabilization to recovery through livelihoods, vocational training, and social services
• Strengthening local economies through enterprise development, innovation, and private sector engagement
• Enhancing environmental resilience, community safety, and early warning systems
Both projects are implemented under UNDP’s Direct Implementation Modality (DIM), requiring strong financial oversight, quality assurance, and results-based delivery.
The IUNV will play a key role in ensuring programme coherence, financial integrity, compliance, and effective delivery across both projects.

Task description

Under the direct supervision of the Head of Office (Northeast) and in close coordination with programme and operations teams, the International United Nations Volunteer (IUNV ) will:

A. Programme Coordination and Implementation Support
• Support preparation and implementation of Annual Work Plans (AWPs) and budgets
• Track progress against outputs, milestones, and timelines
• Liaise with implementing partners, government counterparts, Community Service Centers (CSCs), UN agencies, and private sector actors
• Support coordination of meetings, missions, and stakeholder engagements
• Facilitate follow-up on implementation bottlenecks
• Promote synergies and integrated implementation across the two projects.

B. Quality Assurance and Results Monitoring
• Ensure project outputs meet United Nations Development Programme (UNDP ) standards and donor requirements
• Review technical reports, outputs, and partner submissions
• Monitor risks and implementation challenges and propose corrective actions
• Maintain risk registers, issue logs, and quality assurance (QA ) trackers
• Support results-based management (RBM ) and compliance with environmental and social standards
• Document lessons learned and best practices

C. Financial Management and Compliance
• Support financial oversight in line with UNDP rules and the Programme and Operations Policies and Procedures (POPP )
• Review budgets, expenditures, and financial reports
• Conduct budget monitoring, forecasting, and variance analysis
• Verify implementing partner financial reports (FACE forms, liquidations)
• Support donor financial reporting and audits
• Conduct spot checks and field verification missions
• Strengthen partner financial management capacity

D. Reporting and Knowledge Management
• Support preparation of quarterly, annual, and donor reports
• Ensure timely and accurate reporting to management
• Support data management and reporting systems
• Contribute to documentation and communication of results
