WFP Lebanon provides cash assistance to Syrian refugees and in-kind assistance to vulnerable Lebanese, while supporting the Government in strengthening social safety nets. WFP supports resilience-building activities, and its school meals programme improves nutrition and school attendance. Since October 2023, WFP has provided food and cash assistance to people affected by the conflict and has scaled up its food assistance including the distribution of daily meals following the recent escalation.

Job Purpose:

      To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages. In the context of the current emergency response in the North, the incumbent will specifically focus on supporting the implementation and monitoring of food distributions and hot meal programmes, coordination with the Ministry of Social Affairs (MoSA), local authorities, and relevant field-level partners, as well as contributing to timely reporting and data collection to ensure the continuous and accountable delivery of assistance to internally displaced persons and other vulnerable populations, in line with WFP’s emergency preparedness and response protocols.

      The selected incumbent will be expected to demonstrate a high commitment to quality, strong organizational and problem-solving skills, and the ability to work and communicate effectively with diverse stakeholders in a fast-paced emergency context.

Key Responsibilities (not all-inclusive, nor exhaustive):

Within delegated authority and under the direct supervision of the Head of Field Office, the Programme Assistant (Emergency Preparedness and Response) will be responsible for the following duties:

  • Perform specialized and/or standardized processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
  • Provide project management and/or general office support following established targets and WFP’s policies and procedures.
  • Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
  • Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.
  • Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  • Support communication and activities with local partners, agencies, NGOs and government institutions.
  • Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  • Perform other related duties, as required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate or Bachelor in Social Work, Business Management or Political Science is desirable. 

Experience: At least five (5) years’ experience in working with technical teams, contributed to implementation, monitoring and evaluation of programs and has previous experience in Emergency preparedness and response.

Language: Fluency in both oral and written communication in English and Arabic.

Required Experiences for entry into the role:

  • Proven experience in programme implementation, monitoring and reporting within a humanitarian or development organization.
  • Experience in emergency preparedness and response, including food assistance or cash-based transfer programmes.
  • Demonstrated ability to coordinate with government institutions, NGOs, and local partners, including MoSA or equivalent.
  • Strong data management and reporting skills; ability to compile, analyse and present programme data accurately and on time.

Desired Skills and Knowledge

  • Experience working with the Food Security Sector or inter-agency coordination mechanisms.
  • Knowledge of social protection programmes and experience supporting vulnerable populations including IDPs.
  • Familiarity with WFP systems, tools and procedures (e.g. COMET, WINGS) is an asset.
