JOB PURPOSE

WFP Pakistan is actively implementing a range of cash and voucher interventions across education, food security, nutrition, climate resilience, anticipatory action and emergency response and recovery. Besides, WFP chairs the Inter-agency Humanitarian Cash Working Group, facilitating coordination among key partners and ensuring alignment with the national social protection system.

Based in the WFP Country Office in Islamabad and reporting to the Head of Social Protection and CBT, the Programme Policy Officer (Cash-based Transfers) will provide technical and operational support to further WFP’s engagement on cash-based transfers.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Support the design and implementation of cash and voucher activities across different thematic areas at the country office, provincial and field levels.

  • Provide support to ensure compliance with WFP corporate procedures and assurance measures.

  • Liaise with key partners on cash-based transfers, including Government, financial service providers, cooperating partners, UN agencies, etc.

  • Provide active support to WFP Pakistan’s internal Cash Working Group and its chairmanship in the Inter-agency Humanitarian Cash Working Group.

  • Support the implementation of cash-based transfer social protection initiatives.

  • Any other task / duties in line with the position level and expertise.

EDUCATION & EXPERIENCE

Education: Advanced University Degree in Development Studies, Economics, Humanitarian Action or related field, or First University Degree with additional 2 years of related work experience and/or trainings/courses.

Experience:

  • Minimum 3 years of post-graduate professional experience in cash-based programming, digital financial inclusion, emergency preparedness and response and/or social protection.  

  • Previous experience in designing and implementing cash and voucher interventions.

  • Previous experience preparing funding proposals as well as managing projects.

Knowledge & Skills:

  • Proven ability to coordinate government, humanitarian and development partners.

  • Excellent analytical, communication, and report-writing skills.

  • Strong knowledge of Pakistan’s cash-based transfer eco-system.

  • Strong experience of humanitarian coordination mechanisms for cash programming.

  • Excellent analytical, communication, report-writing and presentation skills.

Language: Fluency in both oral and written communication in English and Urdu. Knowledge of other local language is highly desirable.
