Background
NRC Mozambique is starting a new project funded by the US Pool Fund. The project has a duration of 6 months and will cover shelter and emergency (multi-purpose vouchers) activities. Due to the short duration and the large volume of the project, a new team is being recruited in order to carry out the project activities.  
 

Generic Responsibilities
•    Adherence to NRC policies, guidance and procedures;
•    Responsible to implement technical portfolio of Emergency / Shelter project (need assessments, bill of quantities, drawings, etc) as delegated from Emergency Project Manager in line with proposal, strategies and donor requirements, and ensure high technical quality;
•    Provide regular progress reports to the Emergency Project Manager;     
•    Prepare and ensure that all technical bill of quantities and scope of works are in line with NRC standards of quality;
•    Promote and share ideas for improvement and necessary changes in the activities;
•    Ensure capacity building of project staff and transfer key skills to technical assistants. 
•    Liaise and collaborate with relevant local authorities and other key stakeholders;
•    Ensure that the project targets beneficiaries most in need, and assess new and better ways to assist
•    Promote the rights of IDPs in line with the advocacy strategy;

Specific responsibilities:
1.    Technical Support. Providing technical support and leadership to partners and communities implementing Shelter/Emergency Response activities. This includes ensuring compliance with relevant minimum standards and collaborative engagement with the technical team in developing minimum technical standards, SOPs and guidance.
2.    Digital vouchers pilot. Implement the pilot of digital vouchers in emergency response with support from program unit and logistics 
3.    Monitoring and Reporting. Responsible for quality control and monitoring of project activities, ensure that all reporting and monitoring requirements are complied with. 
4.    Accountability. Responsibility to prepare for technical documentation, including bill of quantities, scope of works, monitoring reports…, as per NRC policies and the requirements of management for Emergency responses / Shelter or related activities.  

Generic professional competencies
•    Desirable minimum 3 years of experience in humanitarian project implementation, managing and supervising cash and voucher assistance projects with proven experience on technical and managerial skills. 
•    Experience from working in complex and volatile contexts;
•    Experience managing and supervising construction / rehabilitation projects with private / humanitarian actors 
•    Technical engineering expertise / experience in emergency response activities
•    Documented results related to the position’s responsibilities;
•    Knowledge about own leadership skills/profile;
•    Fluency in Portuguese and English
•    Fluency in one or more of Cabo Delgado local languages

Context related skills, knowledge and experience
•    Knowledge of the context in Cabo Delgado;
•    Strong knowledge of MS package (Word, Excel…)
