Generic Responsibilities
To be responsible for the logistics support to colleagues with same responsibilities and develop relevant logistics training including coaching of newly logistics positions to ensure they meet NRC’s logistics standards. Also contribute to the induction of new staff with a role in the logistics processes.
Ensure adherence to NRC policies, handbooks, guidelines, SOP’s, and donor requirements
Implement NRC’s systems and procedures at country level
Prepare and develop Procurement reports as required by Country Office
Ensure proper filing of all support documents in line with NRC SSD policy
Promote and share ideas for improvement of the logistics function
Provide anti-corruption, transparency and cost efficiency focus on all processes (e.g. in procurement, vehicle management, asset management).
Actively promote PSEA (Protection against Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Support the implementation of SIP-relevant activities as included in the CO Action Plan for your unit/team
Attend relevant SIP Basic Package training modules (organised at CO, RO, or HO level), including but not limited to the mandatory ones on: SIP Basics, PSEAH, Safeguarding Essentials and Data Protection

Specific responsibilities:
Provide technical support in the management of the supply and logistics need for operations in Moldova Country Office, including requisitioning, receiving, storing, issuing, and delivering goods.
Ensure internal and external compliance regulations are adhered to, within deadlines, for all Logistics activities.
Provide technical logistics support/input for exploring the options to further expand the potential procurement opportunities (market) in the vicinity of the area of support.
Technical supervision of logistics officers (Procurement, fleet, assets, stock) tasks.
Process all assigned Procurement requests up to Competitive bidding procurement Procedure and support in all assigned Procurement requests above Competitive Bidding Procurement Procedure as per the request of the line manager.
Ensure paper and electronic records are maintained in a systematic manner in line with NRC's standard procedures and SSD & Filling Tree Policies, providing a clear auditable trail.
Continued and on-spot update of the Procurement Trackers (PR & PO Trackers, NTF, RFQ, Waiver, CFU, etc.)
Engage in market assessment and update of the Country Vendor database through adding more vendors, conducting Bridger check, Supplier due diligence, etc.
Focal person for Agresso procurement module, ETB, EFS, ECM, WMS support and guidance for different stakeholders like budget holders & others.
Work on FWAs with support and guidance of the Country Logistics Manager.
Technically supervise and ensure that the assets in Moldova are registered, tagged, and checked regularly and ensure the on-spot update of the assets Registry.
When requested by the Logistics Manager, Assist the other logistics units/Colleagues in Assets & Stock Management activities.

4. Fluency in English, both written and verbal.
Context related skills, knowledge and experience:
1. Fluency, written, speaking and reading in Romanian and English
2. Previous experience working in Logistics with an INGO
3. Proven ability to coordinate with multiple departments, Proactive in problem solving and removing bottlenecks, and ability to share information in a timely manner to relevant stakeholders.
4. Bachelor’s degree or higher with preferably 2 years of experience in Logistics.
