Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Deputy Chief of Mission (DCoM), the Senior Programme Coordinator provides integrated, mission-wide leadership, coordination and strategic oversight of IOM Ukraine’s humanitarian, recovery and development programming.
The position is accountable for ensuring strategic coherence, complementarity and alignment across humanitarian response, recovery and development interventions, in line with IOM global strategies, United Nations cooperation frameworks, and Government of Ukraine priorities. In addition, the Senior Programme Coordinator contributes to resource mobilization by providing strategic programme inputs to donor engagement and coordination with UN, government and other external partners, as required to advance programme priorities. The role ensures effective application of the Humanitarian-Development-Peace Nexus, Results‑Based Management, and cross‑cutting institutional priorities across all interventions.
Responsibilities
A. Strategic Programme Leadership
- Lead the development, implementation and periodic review of an integrated country programme strategy covering humanitarian, recovery, reconstruction and development interventions, ensuring alignment with the IOM Strategic Results Framework, United Nations cooperation frameworks (HNRP/UNSDCF), the Sustainable Development Goals (SDGs), and Government of Ukraine priorities (Ukraine recovery agenda, EU integration, demographic needs).
- Provide strategic and operational advice to the CoM and DCoM on programme directions, emerging trends, risks and opportunities, based on political, security, socio-economic and displacement analysis.
- Ensure coherence and complementarity across humanitarian and development programming, applying the Humanitarian–Development Nexus in programme planning and implementation. Lead and coordinate the Humanitarian Pillar strategy and ensure quality, principled implementation.
B. Programme Oversight and Quality Assurance
- Oversee the design, implementation, monitoring and evaluation of programme portfolios, ensuring compliance with IOM policies, donor requirements and inter-agency standards, and support the integration of risk analysis and mitigation measures throughout the programme cycle, in close coordination with the Accountability and Quality Control Unit to ensure systematic quality assurance across all programme activities.
- Coordinate programme responses to QC checklists and assessments, ensuring that recommendations are addressed in a timely and coherent manner.
- Supervise and guide Programme Officers across thematic areas including, but not limited to: Shelter/NFI, Camp Coordination and Camp Management (CCCM), Cash-Based Interventions, Protection, Mental Health and Psychosocial Support (MHPSS), Transition and Recovery, Livelihoods and Migration, Sustainable Development, & Livelihoods (MSDL), and Migration Health.
- Ensure application of Results-Based Management, accountability to affected populations, and the systematic integration of cross-cutting priorities, including gender, age, disability, protection, environment, governance and inclusion.
- Ensure sound information management practices across programme portfolios, feeding into mission level data collection, analysis, visualization and dissemination, to support evidence‑based planning, monitoring, reporting and strategic decision‑making, in coordination with the Mission’s IM Unit.
C. Resource Mobilization and External Engagement
- Support resource mobilization efforts by providing strategic programme inputs to donor engagement, funding discussions and positioning of IOM’s programme portfolio, in close coordination with the CoM, DCoM and relevant support units.
- Contribute to the development of high-quality, risk-informed concept notes, project proposals and budgets, ensuring alignment with programme strategies, donor priorities and IOM policies.
- Maintain programme-level engagement with UN agencies, Government of Ukraine counterparts and other external stakeholders, as relevant to programme coordination and resource mobilization.
- Ensure timely, accurate and high-quality donor reporting related to programme implementation and results, in line with IOM policies, donor requirements and contractual obligations.
D. Government and UN Programme Coordination
- Maintain effective programme-level coordination with Government of Ukraine counterparts to ensure alignment, complementarity and coherence of IOM interventions.
- Coordinate IOM programme inputs into UN inter-agency processes, working groups and programme management mechanisms, including migration-related coordination platforms.
- Contribute to the development, review and updating of country-level strategic documents and UN planning instruments relevant to programme implementation.
E. Management, Leadership and Internal Coordination
- Lead, supervise and mentor programme staff under the programme portfolio, fostering a culture of accountability, collaboration, learning and performance, including enforcement of compliance with IOM procedures.
- Promote knowledge management, innovation and continuous learning across programme teams.
- Ensure strong coordination and information flow across programme units and support functions to enhance coherence, avoid duplication and support integrated, high-quality programme delivery.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Political or Social Science, International Relations, International Development, Economics or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- Bachelor’s degree in the above fields with nine years of relevant professional experience.
Experience
- Extensive experience in humanitarian response, transition and development programming in complex and emergency settings;
- Proven experience in senior programme management, strategic planning and coordination at international level;
- Demonstrated experience managing multi-sectoral teams and complex programme portfolios.
- Experience contributing to donor engagement and resource mobilization processes in a programme management capacity;
- Experience working with UN agencies, international organizations and NGOs, including inter-agency coordination mechanisms; and,
- Regional experience in Eastern Europe or similar contexts is an advantage.
Skills

Languages
IOM's official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
