Job Description

Under the overall supervision of the Chief of Mission and Deputy Chief of Mission, and the direct supervision of the Sub Offices Coordinator and with programmatic support from the Programme Managers (Humanitrain, Recovy and Development), the incumbent will be responsible for supporting and coordinating programme functions in Kyiv, Chernihiv, Zhytomyr, Cherkasy and Sumy oblasts and programmatic elements, including engagement with external partners, in support of activities implemented by IOM  within the area of responsibility.  

Responsibilities

  1. Maintain and support coordination efforts with local government, donors, and partners, by participating in relevant events and gatherings and regularly consulting and meeting with local government entities and other local stakeholders; provide feedback to project teams and on the results. 

  2. Participate in local coordination group meetings with partners and government officials, together with IOM Programme teams as appropriate; obtain necessary clearances and follow-up on administrative actions in the area of responsibility. 

  3. Support the facilitation and coordination of field visits, including donor visits, as required. 

  4. Conduct regular field visits to project sites to maintain up-to-date contextual awareness of the operating environment.

  5. Flag and bring to the attention of the Sub Offices Coordinator and project managers possible delays, any non-complaince, corrective measures or challenges regarding implementation.

  6. Assist in field assessments and monitoring missions and propose adjustments as necessary. 

  7. Compile, summarize, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate programme and support units. 

  8. Support Sub Offices Coordinator and the project managers by drafting inputs and providing information for the preparation of reports, outreach materials, situation reports, media outreach and after-action collation. 

  9. Coordinate the scheduling of duty-related travel, and assist in organising high-level meetings; prepare and finalise agendas and invitations, verify that relevant documentation is produced and distributed, record meeting notes and minutes, and monitor follow-up actions as required.

  10. Support the implementation of safety and security procedures related to the protection of IOM staff, assets, and operations; support the dissemination of relevant security information in coordination with the Field Security Officer.

  11. Monitor the implementation of IOM’s policies and procedures regarding emergency response and post-crisis management, including prevention of sexual exploitation and abuse, zero tolerance for corruption, and promotion of a respectful work environment. 

  12. Perform such other duties as may be assigned.

Qualifications

EDUCATION

  • High school diploma or equivalent with at least six years of relevant experience; or,

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

EXPERIENCE

  • Experience in humanitarian coordination, liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; 

  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

SKILLS

  • Knowledge of humanitarian and recovery activities and socio-political and geographical context of Ukraine;

  • Proven team work and coordination skills;

  • Solid knowledge in programme planning and implementation;

  • Ability to understand, develop and implement administrative and financial control procedures;

  • Proven drafting, writing, and reporting skills; confident user of the Microsoft Office Suite.

Languages

For this position, fluency in English and Ukrainian is required.
