National Technical Field Manager
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.
POSITION PROFILE
The National HMA Technical Field Manager (TFM) is responsible for supporting the Operations Manager (OM) in the overall planning, implementation, quality control, and monitoring of all MA activities in country. The TFM provides continuous technical advice to teams under his/her responsibility in order to develop the capacity and technical knowledge of national mine action staff to ensure correct and safe implementation of activities according to IMAS, Sudan NMAS and standard operating procedures (SOPs), and so that sustainable technical capacity is developed within the country programme. The TFM is the liaison between the local partner and the OM.
DUTIES & RESPONSIBILITIES
Staff management & supervision:
- Support the local partner’s planning and recruitment of teams as per project requirements
- Design and deliver training for survey and clearance staff and oversee accreditation of teams, design and deliver training to partners as required
- Conduct periodic refresher training for survey and clearance staff and ensure the skills of teams are according to applicable internal and international standards
- Mentor, manage, monitor and supervise the teams under your responsibility, ensuring that they carry out their duties safely and in accordance with SOPs and ensure that implementation is consistent with the national partner SOP, IMAS international standards, and Sudan NMAS and ensure that implementation is consistent with the partner SOP and DRC SOP (when applicable), IMAS international standards, and Sudan NMAS
- Ensure that teams have the necessary materials and other equipment to carry out the designated activities
- Support with the planning and delivery of MA trainings to ensure capacity building of the HMA sector in Sudan
Planning, monitoring & quality management:
- Initiate, plan and coordinate MA in targeted communities
- Coordinate and lead needs’ assessment, baseline surveys and data collection in the field, including impact surveys
- Analyze data on contamination collected by the survey teams and provide reports on hazardous areas and post-clearance impact assessments
- Conduct regular Quality Assurance of the teams
- Monitor and analyze productivity and report to the Operations Manager with recommendations for improvement as required
- Ensure that priorities set by the programme are met, and the requirements of the donors and beneficiaries are taken into consideration through operational tasking
- Quality control of the team’s regular reports (daily progress reports, weekly EORE reports, accident/victim/household reports, hazard area reports, completion reports, etc.)
- Support the Information Management team with data collection and management as required.
Coordination:
- Liaise with NMAC, local authorities, community leaders, and stakeholders to ensure the smooth implementation and acceptance of the MA activities
- Maintain good communication with partner organizations
- Maintain good relationships and communication with other mine action organisations in the area including those involved in survey and clearance to ensure good coordination and shared knowledge
- Support the DRC HMA Operations Manager and HDP HoP in an all-other program requirement
- Liaise with other DRC programme and support teams on issues of access, security, and information sharing in support of programme development and integration
Reporting:
- Review MA TL’s daily and weekly progress reports and submit to NMAC
- Prepare inputs for weekly/monthly/quarterly work plans
- Prepare inputs for weekly/monthly/quarterly operational reports
Contribute to donor reports and new project proposal and budgets as required
SKILLS AND EXPERIENCES
- Minimum 3 years’ experience in NTS and Clearance within humanitarian mine action programmes
- Minimum IMAS EOD level 2 qualified
- Excellent working knowledge of International Mine Action Standards and experience in drafting standard operating procedures
- Excellent knowledge of non-technical survey and community support activities
- Knowledge of mines and ERW encountered in country and understanding of military operations
- Good knowledge of clearance methodologies and equipment utilized in demining operations, experience planning and implementing clearance operations is an asset
- Good writing skills in reporting
- Ability to work away from home within remote environments for extended periods of time
- Well organized, proactive, flexible and trustworthy
- Excellent communication and interpersonal skills
- Excellent team motivation and management skills
- Computer literate
- Minimum of at least 3 years' experience in conducting Quality Assurance (QA) as part of a Quality management plan
