Organizational Setting and Reporting Relationship
The position of Senior Evaluation Specialist is assigned to the Evaluation Knowledge Management Unit (EKMU) within the Independent Evaluation Department (IED). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to the Advisor and Head, EKMU and will oversee junior team members on specific activities.
Your Role
As a Senior Evaluation Specialist, you will lead the application of advanced analytics and data science, strengthening the rigor of data within evaluations across the department and the effective use of evaluation evidence across ADB more broadly. Your role will use applied analytics, integrated data, and analytical tools to strengthen evaluations, validations, and portfolio analysis, improving evidence quality, and support institutional learning by using analytics to generate lessons across evaluations.
You will
- Use advanced data analysis, statistics, econometric methods and artificial intelligence (AI) tools to support evaluations, validations, and portfolio-level assessments, helping teams answer complex evaluation questions with solid evidence.
- Support the scoping, inception, and analysis phases of evaluations, with a focus on institutionalizing innovative approaches to maximize efficiency and rigor including automating data processing tasks where possible.
- Design and operate reusable data generation, integration, and analytics assets, using machine learning, natural language processing and other artificial intelligence methodologies to strengthen evaluations.
- Support evaluation teams in the extraction, engineering, and analysis of structured and unstructured data (including geospatial data) to answer evaluation questions.
- Design and implement causal inference and Natural Language Processing workflows, integrate qualitative evidence, and produce reproducible, transparent, and ethically sound analytics.
- Oversee creation and maintenance of analytical models, datasets, and data pipelines by combining information from ADB's operational, financial, and results systems.
- Turn complex data and analytical results into clear messages, insights, lessons, and data visualizations that senior management and stakeholders can easily understand and use.
- Work closely with other EKMU team members, evaluation teams, IT colleagues, and operational staff to improve data quality, strengthen evaluation analytics, and ensure that evidence is effectively used in reports and decision-making.
- Provide technical leadership and guidance on the use of data science and advanced analytics in evaluation work, including advising evaluation teams on appropriate methods and approaches.
- Support department-wide learning and knowledge sharing by promoting good practice and strengthening capacity in data use, analytics, and artificial intelligence methodologies within evaluation.
- Contribute to the modernization and innovation of evaluation practice, including the responsible and ethical use of automation, AI and other digital tools where they add value.
- Perform other tasks as may be assigned and reflected in the work plan.
Qualifications
You will need:
- PhD or Master's degree in Data Science, Statistics, Computer Science, Public Policy, Economics, Development Studies, or a related field, or University degree and at least 5 years specialized experience relevant to the position can be considered
- At least 10 years of relevant professional experience, including experience in evaluation, analytics, research, or data-driven work in a development bank, international organization, public sector, or similar institution, and at least 5 years of supervisory experience.
- International experience working in several countries.
- Proficiency in Python and/or R, SQL, and data visualization or BI tools.
- Demonstrated experience in statistical modeling, causal inference, or econometric analysis using complex datasets.
- Demonstrated skills in data science and AI methods, including natural language processing, text mining, machine learning etc.
- Knowledge of best practices in data protection and ethical use of data science and AI is necessary .
- Excellent analytical, communication, and stakeholder engagement skills, with the ability to produce clear, senior-level analytical outputs.
- Ability to communicate complex technical concepts clearly, both in writing and orally, to diverse and non-technical audiences.
- Familiarity with ADB's development operations, project cycles, portfolio management, and evaluation processes is desirable but not essential.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
