1. Background of the assignment The Conference of the Parties to the United Nations Convention against Transnational Organized Crime (UNTOC) established, at its ninth session held from 15 to 19 October 2018, a review mechanism for the implementation of UNTOC by adopting resolution 9/1 entitled Establishment of the mechanism for the review of the implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto, to which the Procedures and Rules for the Functioning of the Mechanism for the Review of the Implementation of the UNTOC and the Protocols thereto was annexed. The UNTOC review mechanism substantively promotes the implementation of UNTOC and its three Protocols, supports the effective prevention and combat of organized crime, and further contributes to the achievement of goals 3, 5, 8, 16 and 17 of the 2030 Agenda for Sustainable Development. In order to support the functioning of the Review Mechanism, pursuant to Conference resolution 9/1, the Global Programme to Support the Implementation of the Review Mechanism (GLOW97) was established. 2. Purpose of the assignment The purpose of this assignment is to contribute legal expertise to support the Conference Support Section (CSS) of the Organized Crime and Illicit Trafficking Branch (OCB) in in its role as the secretariat of the Mechanism for the Review of the Implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto, including facilitating States Parties’ timely participation in the process. 3. Specific tasks to be performed by the Consultant Under the direct supervision of the Crime Prevention and Criminal Justice Officer, and the overall guidance of the Chief of Section, the Consultant will perform the following specific tasks: (1) Support the legal analysis of documents related to the UNTOC Review Mechanism, including contributing to the review of States Parties’ self-assessment questionnaires. (2) Contribute to the implementation of the Focus Initiative on Accelerating the UNTOC Review Mechanism, including, inter alia, contributing to the review of submissions for written feedback, lists of observations and summaries related to the country reviews of the Mechanism. (3). Support States Parties in the review process through, inter alia, facilitating consultations and dialogue between reviewed and reviewing States Parties.

Academic qualifications: An advanced university degree (Master’s degree or equivalent) in law, criminology or related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Experience: • A minimum of one year experience in the analysis of legislation/legal research/drafting of legal documents, preferably in the area of criminal law, is required; • Experience working with intergovernmental processes and implementation review mechanisms is desirable; • Knowledge of issues related to crime prevention and criminal justice, organized crime or closely related fields is desirable; • Experience in international organizations is desirable.

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
