Organizational Context and Scope

The United States Refugee Admissions Program (USRAP) operates globally, providing resettlement opportunities to refugees through a network of IOM-managed Resettlement Support Centers (RSCs), movement operations, migration health services, and associated program support functions. IOM Washington provides strategic oversight and direction for all USRAP operations, supporting global partners including the U.S. Department of State’s Bureau of Population, Refugees and Migration (PRM), U.S. Citizenship and Immigration Services (USCIS), the Refugee Processing Center (RPC), and other stakeholders.

The Senior Programme Support Coordinator, USRAP serves as the central coordinator of program support functions, integrating strategic reporting, financial and programmatic monitoring and evaluation oversight, policy and guidance development, cross‑pillar coordination, and strategic support to the Global Programme Coordinator, USRAP. 

Under the overall supervision of the Chief, Global and Domestic Programmes Unit, and the direct supervision of the Global Programme Coordinator, USRAP, the Senior Programme Support Coordinator, USRAP has the following responsibilities and duties:

Responsibilities

  1. Lead and direct USRAP support functions, ensuring integrated planning, alignment, and execution across Movement Operations, MHD, RSC and other thematic areas. 
  2. Direct and manage Senior Programme Coordinators (HRBP, Protection Mainstreaming), the Programme Coordinator, USRAP Monitoring and Evaluation, the National Programme Support Officer, USRAP, and the Finance and Budget Officer, USRAP, ensuring quality assurance of outputs, evidence generation, and alignment with strategic objectives, donor expectations, and internal IOM standards.
  3. Lead the development, review, and refinement of USRAP-wide programmatic guidance procedures and SOP on award implementation and the MOU in coordination with relevant technical and thematic units.
  4. Provide high-level analysis of program performance trends, risks, and opportunities to inform USRAP leadership decision-making.
  5. In coordination with the Global Programme Coordinator, USRAP, lead and shape engagement with donor entities, and other external partners including preparation of strategic briefings, provision of technical inputs and ensuring consistent program messaging.
  6. Oversee the preparation, consolidation, and quality assurance of required requisite programme reports, donor‑facing submissions, program updates, dashboards, fact sheets, and other global USRAP information products.
  7. Provide strategic leadership for project development and proposal review processes, ensuring high-level technical and analytical oversight, including performance metrics, risk analysis, and operational feasibility assessments. 
  8. In close coordination with the Project Monitoring Unit (PMU), Programme Support Unit, and Programme Managers, ensure full compliance of all projects with IOM and donor regulations, policies, and obligations, as reflected in funding agreements, project documents, work plans, and budgets, in line with IOM’s Project Development and Implementation guidelines (PRIMA framework) and the IOM Project Handbook.
  9. Promote and guide cross-unit collaboration to ensure that new tools, technologies, and innovations are integrated into USRAP operations in a coordinated, sustainable, and user‑centered manner.
  10. Work closely with the National Programme Coordinator, USRAP Risk and Compliance, to monitor and follow‑up on actions from evaluations, oversight findings, audits, and other program integrity mechanisms.
  11. Provide clear tasking, quality assurance, and workload prioritization for staff contributing to program support, reporting, M&E, and strategic initiatives.
  12. Uphold RMM Protection Mainstreaming Minimum Standards while carrying out all duties and responsibilities and demonstrate the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Standards of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA).  Alert the supervisor or management of any non-compliance to SOPs, RMM Protection Mainstreaming Minimum Standards or IOM Standards of Conduct by IOM personnel or partners. 
  13. Lead and/or undertake duty travel to advise and guide on the implementation of the Program, for assessments, liaison with counterparts, problem resolution, project development, or for meetings, conferences, and workshops related to program activities.
  14. Perform other such duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Social Sciences, International Relations, Public Policy, Migration Studies, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Demonstrated professional experience within IOM implementing the United States Refugee Admissions Program (USRAP) required, including RSC processing, movement operations, migration health activities, and associated program support functions, including progressively responsible roles supporting program coordination, policy implementation, or operational oversight;
  • Demonstrated experience in leading or contributing to proposal development processes, including drafting concept notes and project documents in alignment with IOM project handbooks and institutional tools; 
  • Experience supporting or coordinating programmatic activities within IOM including demonstrated ability to engage with HQ, regional offices and country offices, and to ensure alignment of operational guidance across regions;
  • Familiarity with IOM administrative financial and business rules and practices, as well as overseeing budget planning, monitoring, and financial performance tracking within USRAP or similar programmes; 
  • Experience in monitoring, evaluation, reporting, or program analysis within the context of USRAP or comparable large-scale refugee resettlement programmes;
  • Demonstrated experience drafting program guidance, SOPs, policy notes, and strategic reports related to refugee processing or resettlement operations; and,
  • Experience supervising staff and managing program support functions within resettlement or refugee processing operations.

  • Thorough knowledge of the IOM project management cycle, program support modalities and administrative systems and rules.

Languages

IOM's official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
