Mission and objectives

The WHO Country Office in Ukraine was established in 1994 to support the country’s sustainable health development. The WHO team in Ukraine consists of around 50 professionals who provide technical expertise and build national capacity on health-related matters. The priorities for the Country Office are set out in the biennial collaborative agreement between WHO/Europe and Ukraine. The Office implements the agreement in close collaboration with national institutions and international partner agencies.

Context

The WHO Office in Ukraine is implementing projects to provide Ukrainian health facilities with the necessary functional modular heating units in line with the WHO CO Ukraine response and winterization plan. The incumbent will provide technical support in the supervision of procurement and installation of heating units to various healthcare facilities, ensuring compliance with the environmental impact of the WHO activities related in collaboration with the other unit members

Task description

1. Provide technical support during project elaboration, controlling the design execution schedule of the heating units, in coordination between the World Health Organization (WHO), the hospital, and the Ministry of Health (MoH).
2. Provide technical support in the preparation of the Terms of Reference (ToR ) and technical specifications, verifying project documentation and other technical drawings, ensuring readiness of documentation required for contractor mobilization.
3. Contribute to the technical evaluation and selection process for construction contractors of the heating units by checking that the contractor has documents (permits, licenses, certificates, etc.) necessary for the performance of work, reviewing tender documents, and ensuring compliance with WHO technical requirements and national building standards.
4. Provide technical supervision during the installation of the heating units, monitoring the contractor's compliance with state standards, building codes, regulations, and design documentation; monitor the quality and scope of work, ensuring all tasks are implemented in accordance with approved designs and WHO quality and safety standards.
5. Monitor and verify the installation of preliminary infrastructure works, including site preparation, foundation, and utilities connections, ensuring alignment with approved technical specifications.
6. Control the construction schedule and status of work, and oversee the contractor's maintenance of executive documentation.
7. Provide technical input and advice to the supervisor and project team on design clarification, material selection, and technical solutions during the installation of heating units.
8. Ensure continuous compliance with WHO and national standards during the installation of heating units, contributing to quality assurance, environmental and safety checks, and risk mitigation activities.
