Under the supervision of the Asia-Pacific Regional Mobility Lead, with close consultation with the Gender Focal Point of UNEP’s SMU, the consultant will be responsible for the following activities: • Baseline Study on End-of-Life Management of Electric Two- and Three-Wheeler (E2/3W) Batteries in Asia-Pacific, covering three countries, including methodology, stakeholder mapping, regulatory analysis, mapping of end-of-life pathways (collection, repair, reuse, repurposing, recycling), scalability assessment, and regionally applicable recommendations. • Gender-Transformative Technician Training Framework (5–7 pages), drawing on lessons from six BMZ pilot projects- Kenya, Uganda, Vietnam, Indonesia, Ecuador and Colombia, providing practical guidance on inclusive curriculum design, gender-responsive delivery models, and enabling ecosystems for women’s meaningful participation, accompanied by dissemination-ready presentation slides, developed in close collaboration with the SMU Gender Focal Point. • Delivery of a Regional Thematic Accelerator on Industry and Gender in E-Mobility, grounded in the Industry and Investor Handbook for E-Mobility and Gender, in close collaboration with GIZ, a designated local partner, and regional partners, including an agenda, participant list, background materials, and a comprehensive event report capturing key insights and next steps. • Support Regional Knowledge Development and Dissemination on Gender and E-Mobility Industry, including the development of knowledge products and case studies capturing key outcomes from the regional industry event, documenting stories, business cases, and lessons learned on advancing women’s participation across the e-mobility value chain. • Implementation support to BMZ-Funded Programme Phase III in Indonesia, focused on increasing women’s participation in the e-mobility sector, including documented stakeholder engagement at national and municipal levels, meeting notes, activity updates, and inputs to programme reports in line with BMZ and UNEP requirements. Including a guidance note on institutionalizing gender-responsive training pathways in Indonesia. • Provide ad-hoc support to the SMU Asia-Pacific portfolio, including preparation of presentations, stakeholder correspondence, and other documentation as requested.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Industry and Economy Division of UNEP supports governments, local authorities, and industry in adopting policies, strategies, and technologies that promote sustainable consumption and production, efficient resource use, safe chemical management, and mutually supportive trade and environmental policies. It advances environmentally sound decision-making through the promotion and transfer of policies, technologies, economic instruments, and managerial practices. The Sustainable Mobility Unit (SMU) promotes low- and zero-emission transport solutions in low- and middle-income countries. Its portfolio covers used vehicles, fuel economy, electric mobility, transport digitalization, walking and cycling, and the Partnership for Clean Fuels and Vehicles. Through its Global Electric Mobility Programme, UNEP is assisting nearly 60 countries in their transition to e-mobility, supporting improved air quality and climate change mitigation. The SMU seeks a consultant with expertise in electric mobility and gender to support the Asia-Pacific Regional Mobility Lead, based in Bangkok, in delivering activities under projects funded by The German Federal Ministry for Economic Cooperation and Development (BMZ), and the Global Environment Facility (GEF). The consultant will also provide broader regional support and contribute to strengthening SMU’s capacity in the region. Under the Global Environment Facility portfolio, the consultant will support regional efforts to accelerate the transition to zero-emission vehicles, with a focus on e-mobility, battery and end-of-life vehicle management, and policy upscaling. Under the BMZ-funded programme E-Mobility as a Driver for Change, the consultant will support country activities, outreach efforts, and the coordination of regional events aimed at advancing a gender-transformative and just transition to e-mobility. Qualifications/special skills
An advanced university degree (master’s or equivalent) in gender studies, sustainable transport, urban planning, or related fields. A first level degree with an additional 2 years of qualifying experience may be accepted in lieu of an advanced university degree. At least 5 years of experience working on sustainable transport, electric mobility, and/or gender is required. Proven expertise in sustainable transport projects within Asia-Pacific is required. Solid understanding of electric mobility technologies, trends, and policy frameworks is required. Excellent skills in stakeholder engagement, technical writing, presentation, and effective communication are required. Familiarity with national and international development frameworks, including experience with donor-funded projects is desirable. Proven experience in event planning and logistics is desirable. Prior experience working with an international organization or government agency is desirable. Strong knowledge of gender mainstreaming in development and transport contexts is desirable.

English and French are the official languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.
