About the Context

NRC has been operational in Nigeria since 2015. NRC Nigeria’s strategic vision is for all projects, whether integrated and stand-alone, to be market-sensitive, incorporating Cash Voucher Assistance (CVA) and market support activities where appropriate and relevant. 

NRC Nigeria has a solid experience in Market-Based Programming (MBP), across its core competencies (CC). This includes interventions in Livelihoods and Food Security (cash for minimum food baskets, cash for work, business grants), ICLA and shelter (cash for rent and evictions), Protection (Individual Protection Assistance) and Multipurpose Cash Assistance (MPCA) under Rapid Response Mechanism (RRM). Country programme envisages an increased use of MBP, along with a greater adoption of appropriate technologies to enhance efficiency and effectiveness. 

NRC Nigeria has been using Red Rose as one of its primary platforms and plans are to institutionalise its use across all CCs and whilst also exploring other payment technologies suited to the operational context.

What we are looking for 

The Cash and Market Systems PDM role drives the design of programmes that strengthen market systems for NRC Nigeria’s beneficiaries. The position provides technical leadership in market systems and CVA, guiding strategic development and programme management from business development and design through implementation and close-out.

In this role, you will lead the multi-sector Rapid Response Mechanism (RRM), delivered exclusively through Multi-Purpose Cash Assistance (MPCA) and local partners. This role offers an opportunity to shape NRC’s programming by applying systems thinking, bridging programme and support teams, and working across Core Competencies (CCs).

Key responsibilities include supporting Cash- and Market-sensitive CC strategies, conducting market and feasibility assessments, and developing systems, standards, and tools to improve quality, efficiency, monitoring, reporting, and risk management. The role also strengthens cross-departmental coordination, builds NRC and partner staff capacity, and engages in external coordination platforms such as the Cash Working Group (CWG) and RRM Working Group, alongside private sector and state actors.

In this position you will report to the Head of Programme (HoP) and collaborates closely with MEAL, Area Managers, Logistics, CC Specialists, and Project Managers/Coordinators, with support from the Global Cash and Market Adviser.

What you will do 

A. Strategy and Technical Leadership

  • Contribute to market systems specific inputs for the Country Strategy, Response Plans and CC strategies including innovative technologies.

  • Support designing systemic interventions that address the root causes of market dysfunctions which exclude vulnerable displacement-affected people.

  • Identification of strategic leverage points for co-investment and building public and private sector partnerships, monitoring interventions and adapting strategy in response to results.

  • Strengthen NRC operational systems readiness to implement cash and market systems interventions effectively including Standard Operating Procedures (SoPs) for engaging private sector, enabling intervention or concept design, and guidance for adaptive management.

B. Programme Implementation and Technical Support

  • Lead implementation of the RRM component in coordination with local partners.

  • Provide the required technical guidance to field teams on the implementation of emergency responses, review and adapt SOPs specific to the interventions.

  • Work with implementation Partners and field teams to implement the most appropriate cash transfer modality, following the agreed donor requirements and within the existing context.

  • Collaborate with the implementation partners and NRC field teams to review progress and ensure targets are met according to agreed work plans and deliverables.

  • Ensure reporting tools are in place and understood by field teams for daily tracking of distributions.

C. Capacity Building and Knowledge Management

  • Develop and implement a capacity building plan tailored to the needs and capacity of partners and NRC staff. in market systems approaches and market programming and response, to strengthen technical capacity and program quality

  • Work closely with MEAL to ensure documentation of lessons learned and success stories and programme impact of market-based programmes.

D. Market Analysis and Evidence Generation

  • Assist the CC teams in designing and carrying out market analyses and designing evidence-based programs, identifying and using appropriate technology and methodologies, tools or approaches.

  • Select methodologies for analysing market systems working with programme teams and external actors to define a response with NRC programme outcomes.

  • Support Logistics and Programme teams in planning and execution of Type 1 market analysis.

E. Reporting, Risk Management, and Compliance

  • Manage the compilation of activity and periodic reports, and liaise for review, submission and dissemination.

  • Develop and maintain updated risk management plans and devise risk monitoring systems.

F. Representation and Coordination

  • Engage, participate and influence decisions at Cash Working Group (CWG), RRM Working Group (RRM WG) and other coordination platforms while fostering effective relationships.

What you will bring 

1.Professional Competencies

  • Bachelor’s degree in social sciences, Development Studies, Business Studies or Economics another relevant field highly preferred.

  • At least 4 years of field experience in cash and market-based programming with a focus on market systems.

  • Understanding and experience of the specific demands of CVA and market-based programming in humanitarian response settings, including but not limited to Nigeria.Demonstrated experience with multi-sector emergency response, including MPCA and RRM

  • Experience in directly building partnerships with the private sector and working with local Partners

  • Familiarity with digital payment platforms and CVA delivery tools.

  • Strong strategic thinker with demonstrated capacity to translate concepts into action, with proven ability to be accountable for all components of the program

  • Proven experience of working in complex and volatile contexts

  • Strong coordination skills

  • Fluency in English both spoken and written required

Context/ Specific skills, knowledge and experience: 

  • Experience with cash and market – based programming in the development/ humanitarian field in Northeast Nigeria or similar contexts

  • Experience working with local Partners

  • Robust experience with market analysis in the humanitarian sector

  • Experience with inter-agency coordination in the development/ humanitarian field

  • Very strong analytical skills (experience in collecting and large sizes of analysing data)

  • Excellent facilitation and presentation skills
